The United States federal aviation authority had warned airlines, stating that there were security risks for flights to Venezuela. Following this warning, many airlines temporarily suspended their flights to Venezuela.

Turkish Airlines (THY) was among these companies, and an unexpected diplomatic tension emerged between Venezuela and Turkey. Venezuela called on the airlines that stopped their flights to resume operations, but canceled the operating permits of companies that did not respond to this call.

The Venezuelan civil aviation authority announced that it had canceled the permits of international airlines such as Iberia, TAP, Avianca, Latam Colombia, and Gol, in addition to THY. The Venezuelan government stated that these companies had unilaterally suspended commercial flights.
