Azerbaijani President Ilham Aliyev stated that the economic potential, reconstruction and construction efforts, and labor market demands of the regions liberated from Armenian occupation have created a need for the organization of a higher education institution in the region to train highly qualified personnel.

The decree announced the decision to establish the "Karabakh University", a public legal entity based on a higher education institution under the Ministry of Science and Education of the Republic of Azerbaijan, in Khankendi in order to meet the demand for highly qualified personnel in accordance with the socioeconomic needs of the region and to preserve educational traditions.

The first higher education institution in the Karabakh region was a branch of the Azerbaijan Pedagogical Institute, which opened in 1969. This institution, which operated as a university between 1973 and 1988, was closed following Armenia's occupation of the region.
