Which country made what comment? A 'ceasefire' resolution had been passed at the UNSC

In the vote held at the 15-member UNSC, the draft resolution submitted by the US received 14 "yes" votes, while Russia cast an "abstention" vote.

In the adopted resolution, diplomatic efforts led by Egypt, the US, and Qatar were noted, and the 3-phase proposal presented by Biden on May 31 was welcomed.

3-PHASE CEASEFIRE PROPOSAL

The resolution, which states that Israel has accepted Biden's proposal, also called on Hamas to accept and implement the proposal.

The resolution noted that, in accordance with the 3-phase proposal; the first phase would ensure an immediate ceasefire, the release of women, elderly, and wounded hostages, the exchange of Palestinian prisoners, the withdrawal of Israeli forces from populated areas in Gaza, an increase in humanitarian aid, the reconstruction of basic services, the return of Palestinian civilians to their homes throughout the entire strip, including northern Gaza, and the provision of necessary housing contributions by the international community.

The resolution, which demands the release of all remaining hostages in the second phase following the agreement of the parties to permanently end the crisis, also requested Israel's withdrawal from all of Gaza.

The resolution stated that in the third phase, a multi-year reconstruction plan for Gaza would be initiated, and it also envisioned the return of the bodies of deceased hostages.

The resolution, which noted that if negotiations for the first phase take longer than 6 weeks, the ceasefire will continue until the negotiations are concluded, emphasized the importance of the parties complying with the terms of the agreement and requested support from the UNSC and UN members.

While the resolution supported a two-state solution, it pointed to the importance of the Gaza Strip and the West Bank uniting under the Palestinian Authority.

WILL A BUFFER ZONE BE ESTABLISHED?

In the first draft resolution that the US opened for negotiations, while the withdrawal of Israeli forces from populated areas in Gaza was supported, the creation of a "buffer zone" in Gaza had been opposed.

It was noted that the expression opposing a "buffer zone" was removed from the final text submitted to a vote.

On the other hand, the fact that Biden's proposal was not included in writing in the resolution text was among the points that drew criticism.

The US had vetoed many draft resolutions demanding a ceasefire in Gaza submitted by different UNSC members after October 7.

STATEMENT FROM HAMAS

Hamas announced that it welcomed the points in the "UNSC resolution regarding a permanent ceasefire, complete Israeli withdrawal from Gaza, prisoner exchange, reconstruction, and the return of civilians."

BIDEN'S PROPOSAL

US President Biden had announced at a press conference held at the White House on May 31 that Israel had made a new proposal regarding the ceasefire and hostages in Gaza.

Biden had reported that Israel had presented a new 3-phase ceasefire proposal and that in the first phase, during the 6-week ceasefire process, Israel envisioned withdrawing from residential areas in Gaza and the release of a portion of the hostages held by the parties.

Stating that "Israeli forces will fully withdraw from residential areas in Gaza" in the first phase, Biden had expressed that the release of hostages, primarily the elderly and women, and an increase in humanitarian aid to Gaza were envisioned during the same process.

He had said that Israel would withdraw from Gaza (in the first phase), that the temporary ceasefire would turn into a permanent end to hostilities, and that if the parties reached an agreement on all topics and the ceasefire became permanent in the second phase, they would move to the third phase.

He had stated that the reconstruction process of Gaza would also come to the agenda in this phase.

STATEMENT FROM BLINKEN

The US Department of State made a statement regarding the meeting that US Secretary of State Antony Blinken held with Israeli Prime Minister Benjamin Netanyahu in Israel, where he arrived for the 8th time since October 7.

In the statement made by the Department, it was conveyed that Blinken and Netanyahu discussed the ceasefire plan in the Gaza Strip announced by US President Joe Biden during their meeting.

The Department said, “The Secretary reiterated that the US and other world leaders will stand behind the comprehensive proposal outlined by President Biden, which would lead to an immediate ceasefire in Gaza, the release of all hostages, and a significant and sustained increase in humanitarian aid for distribution throughout Gaza.”

Stating that Blinken underscored the US's unwavering commitment to Israel's security, the Department reported that Blinken reiterated to Netanyahu that the proposal in question would create the possibility of calm along Israel's northern border and further integration with regional countries.

Stating that Secretary Blinken informed Netanyahu about the ongoing diplomatic efforts regarding the new period that will begin after the attacks on the Gaza Strip end, the Department announced that Blinken emphasized the importance of these efforts providing long-term peace, security, and stability for both Israelis and Palestinians, and also that the conflict should not spread to the region.

"RECONSTRUCTION" STATEMENT FROM THE MINISTRY

In the written statement made by the Ministry of Foreign Affairs, it was stated, "We consider Resolution 2735, adopted at the UNSC on June 10, aimed at achieving a ceasefire in Gaza, as an important step towards ending the massacre in Gaza. We welcome Hamas's constructive and positive approach to the ceasefire plan in question. It is essential that Israel commits to adhering to a permanent ceasefire and implements all elements of the resolution in full. Turkey will continue to contribute to steps that will ensure the permanent end of the war, the withdrawal of Israel from the entirety of Gaza, the mutual release of hostages and prisoners, the return of displaced Palestinians to Gaza, the uninterrupted and sufficient delivery of humanitarian aid, and the reconstruction of Gaza."

EGYPT'S STANCE

In the written statement made by the Egyptian Ministry of Foreign Affairs, it was stated that Egypt welcomed the United Nations Security Council (UNSC) resolution regarding a permanent ceasefire in Gaza, complete withdrawal, prisoner exchange, reconstruction of the Gaza Strip, and the return of displaced persons to their homes.

In the statement, the call for Israel to "comply with its obligations in accordance with the provisions of international law and to stop the war it is waging against the Gaza Strip" was reiterated.

The statement also called on Israel and Hamas to take serious steps towards completing the proposal announced by Biden and approved by the UNSC as soon as possible and to start implementing its provisions without delay and unconditionally.
