Zelenskyy announces 20-point plan currently under development

Ukrainian President Volodymyr Zelenskyy, in a meeting with journalists,revealedthe 20-point peace plan.Zelenskyydescribed the 20-point plan, which was agreed upon by US and Ukrainian delegations in Miami over the weekend, as the "framework" for ending the war. The planhas been sent to theMoscow administration.Stating thatZelenskyy noted that the plan includessecurity guarantees for the event that Russia re-invades Ukraine, requiring the US, NATO, and Europeancountries to engage ina coordinated military intervention.Zelenskyy stated that the plan also includes the withdrawal of Ukrainian troops from certain points in the east and replacing them with demilitarizedan accelerated region formation proposal was includedin the report. Zelenskyy stated, "There are two options. Either the warwill continue or a decision will be made regarding all potential economic zoneswill need to be addressed," he said.

Zelenskyy noted that if Ukraine is prepared to withdraw its troops by 5, 10, or 40 kilometers in the25 percent of the Donetsk region in eastern Ukraine that it still holds, in order to create an economic zone,and effectivelydemilitarize theregion, Russia must do the same. Zelenskyy stated that if a free economic zone is established in Donetsk,this wouldbe under Ukrainian jadministration and police should be undertheir control, emphasizing that they "must absolutely not be under Russian police." Zelenskyy stated that a referendum must be held on the entire peace plan, and that the idea of a potential free economic zone in Donbas could only be decided through a referendum. He said. Zelenskyy noted that sensitive issues, including territorial matters, should be discussed by "leadersemphasized that it must be resolvedat the surface level.

The 20-point plan agreed upon by theUS and Ukraine, which US President Donald Trump's Special Envoy Steve Witkoff had previously agreed uponwith the Russians, andlargely reflects Russia'sit is consideredto be anupdatedversionofthe 28-point documentthought to addresstheir demands.

The 20 points being worked on in peace negotiations with the US are as follows:1- Ukraine's sovereignty will be reaffirmed.

2- Signing of a non-aggression pact between Russia and Ukraine.

3- Ukraine will receive

strong security guarantees.

4-The number of Ukrainian ArmedForces personnel will remain at 800,000 during peacetime.

5-The US, NATO, and European Union member states will provide security guarantees to Ukraine as specified inArticle 5 of the NATOtreaty. (This includes military intervention in the eventof a Russian attack on Ukraine.)will be responded to, and all sanctions will be re-implemented.)

6- Russia will formalize its policy of non-aggression toward Europe and Ukraine.

7-Ukraine will become an EU member and will gainprivileged access to the European marketfor a shortperiod.

8-A global developmentpackage for Ukrainewill be defined in a separate investment agreement.

9-Real compensation will be provided for the damages caused byRussian aggression.To meet Ukraine'sreconstruction needs,variousmechanismswill be utilizedto ensureVarious funds will be established.

10- Following the signing of the agreement, the process of signing a free trade agreement between Ukraine and the US will beaccelerated.11- Ukraine will

adhere to theTreaty on theNon-Proliferation of Nuclear Weapons.in accordance with the agreement, itwill confirm that it will remaina non-nuclear state.

12-The Zaporizhzhia Nuclear Power Plant being operated by the US, Ukraine, and Russia.However, this is one of the twoissues for which a solution hasnot yet been found.

13-Ukraine and Russia, in schools, different cultures towards understanding and tolerance encouraging, racism and prejudwill commit to implementing educational programs that eliminatehatred. Ukraine will implement the EU's rules on religious tolerance and the protection of minority languages.

14-Demilitarized or free economic zone in the Donetsk region.A shadow forcewill be established. Russia will withdraw its troops from the territories of Ukraine's Dnipropetrovsk, Sumy, Kharkiv, and Mykolaivregions.However, the territorial issue is the second most controversial and difficult topic. Ukraine insists that without recognizing territorial changes, the ceasefire must be determinedbased on the de facto military deployment line at the timethe agreement is signed.

15-Once an agreementis reached regarding futureregional arrangements, both Russia and Ukraine willcommit to not forciblyaltering thesearrangements.

16-Russia will notobstruct Ukraine's use of the Dnieper River and the Black Sea for commercial activitieswill not prevent its use. A separatemaritime agreement and access agreement covering freedomofnavigation and transportwill be signed. As part of this agreement,theKinburn Spit will be demilitarized.

17- A humanitarian aid committee will be established to address issues regardingprisoners of war, civilian detainees, and victims of theconflict.

18- Ukraine will hold elections as soon as possible after signing the agreement.According to Zelenskyy, 60-90 days after the ceasefire,the process will begin.Presidential electionscould beheld andthe parliament couldguarantee thisby law withoutlifting martiallaw. MartialOnce the administration isremoved, parliamentary and local elections can beheld.

19- The implementation of the agreement will be monitored by a Peace Council led by US President Donald Trump. This mechanism's members willinclude Ukraine, Europe, NATO, Russia, and the US. Violations will be subject to sanctions.

20- TOnce all parties accept this agreement, a full ceasefire will immediatelycome intoeffect.
