Ukrainian President Volodymyr Zelenskyy stated in his announcement that instead of taking a step toward ending the war and establishing a ceasefire, Russia is in an intensive preparation process for new attacks against his country. Zelenskyy said that intelligence reports indicate that Russia is building up its military and attempting to increase its offensive capacity.
Stating that he discussed the necessary steps for a fair end to the war with all the leaders he spoke to, Zelenskyy noted the following:
"First, Ukraine's sovereignty and territorial integrity must be respected. Second, the issue of the war against Ukraine must be resolved only with the participation of Ukraine. Third, Russia must take the necessary steps to end this war. So far, no steps have been taken by Russia."
Zelenskyy also said that he received information from Ukrainian intelligence units and military officials regarding the preparations Russia is continuing on the front lines.
Claiming that Russian President Vladimir Putin is not preparing for peace, Zelenskyy said, "He is definitely not preparing for a ceasefire or to stop the war. Putin is determined to declare his meeting with America as a personal victory and to continue acting as before, continuing to put pressure on Ukraine."
Stating that the Russians have not yet given any sign of intending to end the war, Zelenskyy said, "On the contrary, they are moving their troops and forces in a way that will launch new offensive operations."
