Important detail regarding the CHP Chairman election: Included in the draft party charter

The draft text created to amend the party charter, which was accepted at the CHP's 19th extraordinary congress, has been presented to the deputies for their views. Accordingly, the incumbent chairman cannot be nominated, but may become a candidate if they request it.

Preparations for the 20th extraordinary congress are ongoing. Before the congress, the draft charter text to be worked on was presented to the deputies.

Accordingly, a requirement of at least one year of membership will be sought for party members to exercise their right to vote and be elected.

A vote of confidence will be required for the election of deputy chairmen and the secretary-general, and a protocol requirement will be introduced for the deputy chairmanship. The Speaker of the Grand National Assembly of Turkey (TBMM) and deputy speakers will also be included in the CHP Central Executive Board (MYK). The chairman will not be able to determine the members of the Party Ethics Committee alone.

In places with a population of more than 20 thousand, deputies, municipal and provincial council members, party-affiliated municipalities, and municipal employees will not be able to be candidates for district delegate. In parliamentary elections, a person will be able to be elected for a maximum of 3 consecutive terms. The MYK will determine the agenda of the advisory boards. According to the proposal, the incumbent chairman cannot be nominated for re-election but may become a candidate if they request it.

NEW CONDITIONS FOR THE RIGHT TO VOTE AND BE ELECTED

According to the draft text, members will also be able to attend party meetings. The definition of the article accepted at the 19th extraordinary congress, "They freely exercise their right to vote and be elected in intra-party elections," has been expanded.

According to the proposal, in order to exercise their right to vote, party members must fulfill the conditions of "having completed one (1) year of membership and fulfilling at least two of the following duties: paying dues regularly, receiving training, attending party meetings, requesting tasks or fulfilling assigned tasks in elections and referendums in which the party participates, participating in opinions and votes opened to them through Digital Democratic Participation, and participating in or disseminating party activities on digital channels."

INCUMBENT CHAIRMAN CANNOT BE NOMINATED AS A CANDIDATE

The requirement of a written proposal from at least five percent (5%) of the total number of members to become a chairman candidate in the current charter has been limited to at least five percent and at most ten percent (10%) in the draft. Accordingly, the incumbent chairman can become a candidate if they request it, but cannot be nominated for candidacy.

THREE-TERM RULE

In parliamentary elections, a person will be able to be elected for a maximum of 3 consecutive terms. This rule will not apply to deputies whose term durations do not exceed 3 years. In local elections, a person will be able to be elected as a mayor, municipal or provincial council member for a maximum of three consecutive terms via the central polling method. It is proposed that the women's quota, which is set at 33 percent in the current charter, be gradually increased to 40 percent and then to 50 percent.
