Yalçın was serving as a deputy to Esenyurt Mayor Ahmet Özer, who was removed from office and replaced by a government-appointed trustee in the previous period.
Yalçın was responsible for departments such as the Directorate of Science Affairs, the Directorate of Parks and Gardens, the Directorate of Licensing and Inspection, and the Directorate of Municipal Police. It is stated that the investigation covers allegations related to this period.
