Message on 'constitutional amendment' from IYI Party's Erhan Usta! He announced the condition for supporting the People's Alliance

IYI Party Group Deputy Chairman Erhan Usta stated that there are issues in the Constitution that need to be changed, saying, "We are also making our preparations. A commission has been established at the Headquarters regarding constitutional amendment. Which articles need what kind of changes is being worked on."

Usta explained his party's expectations for the 2nd Legislative Year of the 28th Term, which will begin on Sunday, October 1.

Wishing the new legislative year to be auspicious, Usta said they expect some steps to be taken regarding the economy before the budget negotiations.

Usta emphasized that they will be persistent in the new term for the urgent adjustment of pensions, and that they will be in a study that will both support the government and guide the government for the solution of the society's worsening problems.

"PARLIAMENT CANNOT REMAIN INDIFFERENT TO THE ASYLUM SEEKER ISSUE"

Stating that government officials have made different statements regarding the asylum seeker problem and that there is confusion, Usta said, "The issue of asylum seekers should be taken onto the agenda of the Parliament, away from all political concerns. The Parliament cannot remain indifferent to the asylum seeker issue. This needs to be discussed well. If necessary, a commission should be established to produce solutions on the subject."

"CONSTITUTIONAL AMENDMENT SHOULD BE LEFT UNTIL AFTER THE ELECTIONS"

Making evaluations regarding the new constitution debates, Usta said that they prefer to use the concept of "constitutional amendment" rather than the concept of "new constitution."

IYI Party's Usta said, "When you say new constitution, everything changes. From the very beginning, the form of the state, the system, Turkish citizenship, and even the Turkish flag are debated. We do not debate these. For this reason, we are in favor of using the concept of constitutional amendment."

Reminding that many amendments have been made to the current Constitution so far, Usta spoke as follows:

"Of course, there are issues in the Constitution that need to be changed. If the government had a thought about returning to the parliamentary system, we would support it. But the People's Alliance does not have such a thought. The first 4 articles of the Constitution and the 66th article are our red lines. These should not be negotiated in any way. As long as the first 4 articles of the Constitution and the 66th article are not debated, there is no problem. A constitution that is more democratic, participatory, where the legislative and executive branches are held accountable, and where the separation of powers is realized, is a constitution that we also long for.

Furthermore, we want the constitutional amendment to be left until after the local elections. The Constitution is the highest consensus text of society. It should not be made a part of political competition. The constitutional amendment should not become an election argument. If it is done before the election, things will get stuck and no results can be obtained from the work. After the election, Turkey has 4 years without elections. A constitutional amendment based on common sense and with the widest possible participation is also our longing. We will contribute to this issue. As the IYI Party, we are also making our preparations. A commission has been established at the Headquarters regarding constitutional amendment. Which articles need what kind of changes, these are being worked on."

"AMENDMENTS MUST BE MADE TO THE PARLIAMENTARY RULES OF PROCEDURE"

Usta stated that some changes should be made to the Parliamentary Rules of Procedure in terms of compliance with the Presidential Government System. Stating that there is a need for Parliamentary Rules of Procedure that will ensure the establishment of an effective negotiation mechanism for a higher quality legislative process, Usta pointed out that the structure of the executive branch has changed with the new government system. Usta continued as follows:

"The names and structure of the specialized commissions need to change. The negotiations in the commission are extremely limited and restricted. K
