New regulation for in-vehicle screen and audio systems: Watching video while driving is prohibited

The amendment made to the Highway Traffic Regulation has been published in the Official Gazette. The regulation introduces new rules regarding in-vehicle display devices, the driver's field of vision, and audio systems.

Definitions for "display device" and "driver's field of vision" have been added to the regulation. Accordingly, devices that remain within the driver's viewing and usage area and allow for the watching of television or video broadcasts while the vehicle is in motion will be considered display devices.

With the new regulation, it is prohibited to keep accessories and items in the driver's field of vision in a way that obstructs the view of the road, pedestrian and vehicle movements, traffic signs, traffic devices, and road markings.

However, dash cams and phone holders mounted on the windshield at a height not exceeding 5 centimeters from the top level of the steering wheel or the instrument panel will not be considered as obstructing the view.

Watching video or television broadcasts on display devices within the driver's viewing and usage area while driving has also been included in the scope of the prohibition. Devices used for driving, parking, and navigation assistance; camera and recording systems showing the interior or exterior of the vehicle; and devices related to the vehicle's control and system settings will not be considered within the scope of the prohibition when used for these purposes.

The regulation also introduces limitations for audio systems. It is prohibited to use audio devices in the vehicle in a way that projects sound outside and disturbs public peace. The presence or use of additional speakers, amplifiers, subwoofers, and similar audio systems in the vehicle, other than those in areas designated by the manufacturer, will not be permitted.

In contrast, one additional subwoofer with a maximum of 45 Hz and one amplifier with a maximum of 300 watts may be kept in the luggage compartment of vehicles. In M2 and M3 class vehicles used for commercial passenger transport, individual audio and video devices may be present in a way that the driver cannot watch or control them.
