The operation to dismantle the CHP has pushed so many important issues off the agenda, hasn't it? One of these is the PKK opening, which directly targets Turkey's unitary and national structure, and in the first stage, the "liberation" of the terrorist leader in Imralı, and the terrorists in the mountains coming down and engaging in politics without a care in the world.

No, the "peace-brotherhood with the PKK" project has not stopped; negotiations are continuing at full speed behind the scenes, but it is escaping attention and cannot be discussed due to the "war with the CHP" project.

It was 13 days ago; media outlets very close to the government announced that the PKK had presented a roadmap and a calendar to the security bureaucracy, and that after this was consulted within the AKP camp, an 8-9 article framework law was expected to be brought to the agenda before July 15, when Parliament goes into recess.

How will those who were not involved in crimes be identified?

What is in this framework law?

The definition of the organization laying down arms will be made, and the purpose of the law and who it covers will be specified... It will be described what kind of legal legislation the investigation and prosecution processes of the "organization members" who dissolve themselves will be subject to... How it will be determined; a distinction will be made between those who were involved in crimes and those who were not... There will be a time limit in the law, and it will be stipulated that those who lay down their arms and come within this period will benefit from the law.

It is not expected that a special provision regarding the organization's leaders will be included... Because it is foreseen that the majority of the approximately 8-10 thousand "organization members" and the approximately 200-person leadership cadre will prefer third countries instead of coming, and that those who will come to Turkey will consist of those who are organization members but have not committed crimes.

It is thought that those who have committed crimes will also come after the changes and reductions to be made in the penal legislation in the coming periods.

The AKP does not look favorably on the demand of the terrorist leader, Kandil, and the DEM for "removing the obstacles to PKK members engaging in politics," and argues that there should be a political ban for 5 years.

On the day this news was published, two important names of the government; Minister of Justice Akın Gürlek and Minister of Interior Ali Yerlikaya (Note: The source text says Mustafa Çiftçi, but the context refers to the Minister of Interior) visited MHP Chairman Devlet Bahçeli, the architect of the opening. While the visit was initially associated with the developments in the CHP, it was noted in the following days that the 7-article framework law agreed upon regarding the PKK was presented to Bahçeli, and that in addition to the articles we mentioned above, the package also included a regulation regarding the legal basis of the "status and conditions" that would allow the terrorist leader to conduct negotiations.

On June 5, it was reported that high-level AKP officials and the Imralı delegation exchanged views on the "framework law," but that a final text had not emerged and that the meetings would continue.

How familiar are the things written, drawn, and spoken about the amnesty for the PKK, aren't they?

First; from the amnesty attempts and openings that have come in droves in parallel with the laws imposed by the US since 2002 under the title of "reintegration into society, return home."

Second; from the "bringing the PKK down from the mountain" project, which the famous journalist Aslı Aydıntaşbaş announced on July 30, 2006, had been "approved by the state's top leadership and quietly put into practice" in 2005. According to the project, which was stated to have been put into effect by the then-MIT Undersecretary Emre Taner through Talabani and Barzani, and which Washington also threw its weight behind, it would be accepted that those outside the leadership cadre would return quietly, the 45-person leadership cadre who could not return would be settled in a Northern European country, and "democratization efforts" would continue alongside it.

Third; from the reports of David L. Phillips, who served in the US State Department and the Council on Foreign Relations during the Clinton, Bush, and Obama eras, and dedicated his life to the "Greater Kurdistan" project.

In the report titled "Disarming, Demobilizing and Reintegrating the Kurdistan Workers' Party," which Phillips prepared for the Robert Shuman Foundation on October 15, 2007, after coming to our country and meeting with politicians, media members, and businessmen, there were such suggestions regarding the "liberation" of PKK members:

- In the first stage, enacting a law for the amnesty of those who joined the organization since 2002, and in the second stage, for cadres without command responsibility...

- Ensuring that the 134 high-level leaders sought with red notices take refuge in the countries where they are located...

- Releasing detainees and convicts in prison for membership in a terrorist organization...

- Restoring all rights, especially the right to vote and be elected, to PKK members who return to the country or are released from prisons...

Was that report on the table during the Erdoğan-Bush meeting?

Before moving on to David L. Phillips' second report in 2009, let's underline three important details regarding the first report.

Then-US Secretary of State Condoleezza Rice, who came to Turkey on November 2-3, 2007, stated that she discussed a comprehensive solution to the PKK problem with Turkish officials, pointing out that they had a roadmap in their hands.

Prime Minister Erdoğan, who met with then-US President Bush on November 5, 2007, made the following statements:

"Our primary goal is not a cross-border operation, but the disarmament of the PKK... Secret agreements are not announced... The Repentance Law, the Anti-Terror Law, whatever you call it, the expected result could not be obtained from these efforts at that time. But there are opinions that results can be obtained from a study aimed at this right now. We respect all of these... You know there was resistance and defense at that time. We are at a much different point right now. We can get better results with the contributions of the media..."

David L. Phillips, who gave an interview to the Referans newspaper 24 days after the Erdoğan-Bush meeting, said that he gave the PKK report to high-level officials of the US State Department and the Bush administration, and after explaining that he made a presentation in Congress, he said he had no idea whether the report was on the table during the meeting of the two leaders. Phillips also noted that he did not receive any reaction from the Turkish government, that he heard his suggestions were largely accepted in various circles, and that there were elements in his report that were accepted by the Bush administration.

Both Baykal and Bahçeli said "US Project"

As for the report titled "Building Trust Between Turks and Iraqi Kurds," which David L. Phillips prepared on behalf of the Atlantic Council in June 2009;

First of all, this report was prepared as a result of meetings held in Washington and Boston in April with a group of 69 people consisting of 20 Turks and Kurds who went from Turkey, but whose identities were hidden for 14 of them, as well as Norwegian, American, British, and Arab participants, and Phillips' visits to Turkey and Iraq.

Let us recall only those related to the PKK amnesty from the dozens of suggestions in the report, especially the removal of Turkishness from the Constitution:

"The PKK problem cannot be solved only with security measures. The ultimate solution lies in Turkey's continued democratization and development, as well as some amnesty regulations for PKK organization members... Democratization can make progress with the release of imprisoned DTP members and legal reforms."

When this report came to the agenda, MHP Leader Devlet Bahçeli said, "The Kurdish opening is a US project," and Prime Minister Erdoğan reacted by saying, "He who does not prove it is dishonorable, is a scoundrel."

After Bahçeli, the then-CHP Leader, the late Deniz Baykal, stated that Bahçeli's claim reflected the truth and emphasized the following:

"It is a very clear and simple truth; this project before Turkey is a project that has been shaped for a long time with international interest and contribution... It is not a coincidence that action was taken in Turkey as if a button had been pressed on this issue a month ago, and that the Minister of Interior has left his work and focused on this day and night within this 1 month. There is no doubt that there is an expectation of implementing a roadmap for Turkey under this. The government has also entered into this; this is probably what the President is talking about. When he says, 'If we don't take action ourselves now, other things will happen to us,' this is probably what he means. The Prime Minister cannot prevent this truth from being discussed by saying heavy insults and swear words now... The importance and sensitivity of this issue have already been revealed by the Prime Minister's panic."

MHP Leader Bahçeli also drew up a huge list regarding the openings made, especially the amnesty of PKK members, on August 26, 2009, and used the following expressions for the AKP government:

"This development is similar to the global spiral that the last Ottoman governments, which bowed to Sèvres and signed Mudros, entered. Turkey is trapped in a strategic equation caused by international economic and political condemnation again after about a century... The fact that a new Damat Ferit government has been found, which is patiently waiting to stage the same game that our ancestors broke with force of arms 90 years ago, is a complete disgrace for the Turkish nation."

One more word from Bahçeli; on August 20, 2014, after saying, "Erdoğan needs the PKK and the Imralı villain to completely destroy the Republic and become President," he called out, "Lawyers should not remain silent in the face of lawlessness."

In short; there is no change in the US project... What has changed is that it is presented as "state wisdom" and those who opposed it yesterday are embracing it with all their might today!..
