What did Kamer Genç propose for the terrorist leader?!
In a process that the government calls a "terror-free Turkey" and the separatist terrorist organization's side calls "peace and a democratic society," there is eager anticipation regarding what "status" will be granted to the terrorist leader in İmralı and what he will do in the "villa" built for him.
The "status" deemed appropriate by MHP Leader Devlet Bahçeli—who initiated the opening with his call to the terrorist leader and later turned it into "state policy"—for the "founding leader" was "peace process political coordination." It was also Bahçeli who announced that the terrorist leader refused to move into the residence built in İmralı because his "status" had not yet been recognized.
Mehmet Uçum, the spokesperson for the opening at the Presidential Palace, President of the Presidential Legal Policies Board, and Chief Advisor to Erdoğan, announced 1 month ago that the terrorist leader would serve in the "sub-commission for disarmament and strategic coordination," but that this duty was "not an official legal duty." While explaining the residence by saying, "This is not a privilege, but a facility provided so that he can perform what is expected of him better. One cannot conclude from this that he has been 'released'," Uçum emphasized that there was no "illegal aspect" to the actions in question.
As for the DEM Party and Qandil; they wanted the creation of a board called the "disarmament and democratic politics board" rather than a sub-commission, and for the terrorist leader to act as a coordinator there.
It is clear that there was a serious rift among the stakeholders of the opening!..
HAVE YOU HEARD OF KELEŞ BESE?
Finally, a few days ago, journalist Tuğçe Tatari conducted an interview in Qandil with Bese Hozat, the so-called co-chair of the KCK, whom our country is still searching for with a red notice, describing her as "an important figure not only for the movement but also for the Kurdish people, a name to whom Abdullah Öcalan also attaches importance."
Where do we remember this name from? From her leading role in the show of burning 30 Kalashnikovs last year!..
In the interview in question, she also stated that while she wanted the terrorist leader to freely carry out the process officially and de facto and for his status to be accepted "legally," she said, "Without a legal and judicial guarantee, they might improve conditions a little today, provide a certain opportunity to work, but tomorrow or the next day, if it doesn't suit them, they could completely eliminate it and start a process that intensifies the process again."
Furthermore, pointing to the distinction between "those involved in actions and those not involved" in the law accepted in Parliament; she argued that both the terrorist leader and many organization executives "did not fire a single bullet, did not participate in a single planned action," and explained that they should also benefit from the law.
And moreover, despite Ankara's rhetoric that "all components of the organization will be dissolved and lay down their arms"; she declared that they would not lay down any arms, saying, "Kurds do not live only in Turkey. Kurds live everywhere in the region, and in many places, Kurds are still under great threat and attack. Those weapons will be used by the people for self-defense in other parts, the people will use those weapons for their own self-defense. Why should weapons go to Turkey, I mean?"
COORDINATORSHIP AS AN ACCEPTANCE
It must be a coincidence; on the day Bese Hozat's challenges were published, Mehmet Uçum met with journalists at the Çankaya Mansion. In his statement 1 month ago, Uçum, who stated that the terrorist leader would serve in the sub-commission, this time said, "The disarmament and politicalization sub-commission could have assigned Öcalan," thereby saying first of all that this assignment had not been made.
Continuing, he gave the message that the terrorist leader could be made a "coordinator" with an ambiguous expression such as, "So, let's say this commission assigned Öcalan as a coordinator." Immediately afterward, he explained the following:
"This assignment is neither an assignment that changes Öcalan's status as a convict, nor is it an evaluation that suspends Öcalan's execution process. His status as a convict will not change, and the execution process will not be suspended. This assignment is nothing more than a working condition provided to fulfill the role he has undertaken regarding the disposal of terror in line with the perspective of integration with the state and society. Therefore, both the creation of a space for him, his working in that space to fulfill this duty, and giving him a job title are working conditions provided for him to fulfill his role within this framework of integration with the state and society. Perhaps when the time comes, the variety of open meetings may also come to the agenda. It is necessary to know that this is not a privilege provided to him either."
While the conclusion that what Bahçeli-DEM-Qandil said or will say regarding the terrorist leader's "status" is being realized emerges from these words of Uçum, a remarkable assessment came from security sources yesterday.
The pro-government newspaper Türkiye reported that security sources, regarding whether the terrorist leader would have an official status, said, "He will not have an official duty. There is no such thing as a Disarmament and Peace Board presidency. Currently, Öcalan is taking part in the process of the organization's liquidation. This is normal anyway. Also, there is no question of a villa in İmralı. There is a section with two rooms and a workspace. He will stay in this space."
But wait, there is no board called the "disarmament and peace board"!..
The name of the main board established under the chairmanship of Vice President Cevdet Yılmaz is the Monitoring and Evaluation Board. Accordingly, four sub-commissions were established: "coordination of judicial and legal affairs, monitoring and detection, social harmony and integration, and disarmament and strategic coordination."
Since the PKK-DEM also calls this the "disarmament and strategic coordination sub-board," where did the "disarmament and peace board" come from? Or will such a board be established under the coordinatorship of the terrorist leader?
"MADE-TO-ORDER LEGAL ORDER" FOR THE TERRORIST LEADER
While the PKK-DEM side asks for "legal guarantees" regarding "status," especially Mehmet Uçum argues that the terrorist leader was not given an "official legal duty" and that the residence built for the terrorist leader is not a "privilege" while regulations regarding prisons and execution are clear; one cannot help but remember these from the first opening period:
In 2012, Leyla Zana, who held a tripartite summit with Erdoğan and the then Deputy Prime Minister Beşir Atalay, asked the question, "Couldn't house arrest be considered for Öcalan?" While Atalay was content to state that Erdoğan did not look favorably on this and that such a thing was out of the question, Erdoğan himself made the statement: "Excuse me, we cannot create a made-to-order legal order. I mean, the decision for this matter has been made, the step has been taken. You know, in his time, even though he should have been tried for the death penalty and decisions in this direction were made here, while he was being sent, because he was sent differently, because he was sent conditionally, he is now in prison. Now what is being said? 'House arrest.' The government at that time fulfilled it, but we can never take such a burden upon ourselves. No matter who it comes from."
When Leyla Zana requested an appointment in 2016, Erdoğan stated, "If she thinks of her meetings under these headings, there is no need for her to come," and upon a journalist's question, "What were those headings?" he said, "Issues related to the terrorist leader, etc... I mean, there is no such thing as a terrorist leader living in these conditions anywhere in the world right now. Currently, the living conditions of the terrorist leader in İmralı have not been given to anyone in the world."
From where to where, right?
Another note from 2016: While Erdoğan was meeting with academics for the opening, the then AKP Mardin Deputy Orhan Miroğlu suggested, "We should think about a Ministry of National Unity and Brotherhood." Erdoğan replied, "We started the opening process in 2005. What has been done since that day is clear. Even if we established a Ministry of National Unity and Brotherhood, what else could have been done?"
Let the last note be from the late Kamer Genç. He reacted to the İmralı traffic increasing as much as possible in 2012 as follows:
"They might as well go and kiss his hands. Let them bring Abdullah Öcalan, and let Tayyip Erdoğan appoint him as a state minister or a state minister responsible for terror."
Fortunately, the establishment of a ministry or giving a ministry to the terrorist leader did not come to the agenda, but for now, he is becoming a "coordinator," that's all!..
