In the investigation conducted by the Ankara Chief Public Prosecutor's Office into the Eyüpsultan Municipality, 13 people, including Mayor Mithat Bülent Özmen, were arrested.
The 17 people detained as part of the investigation had been referred to the on-duty criminal judgeship of peace with a request for arrest following their statements at the prosecutor's office. Following their questioning by the judgeship, an arrest warrant was issued for Özmen and 12 other suspects.

The judgeship rejected the arrest requests for Halil İbrahim Şahin, Ali Kemal Güler, Ali Yentur, and Bilal Gören. These four individuals were released subject to judicial control measures.
WHAT CHARGES WERE INCLUDED IN THE DECISION?
In the judgeship's decision, it was alleged that there was concrete evidence indicating a strong suspicion of crime against Mayor Mithat Bülent Özmen for the charges of "rigging public tenders," "accepting bribes," and "being a member of an organization established to commit crimes."
Abdullah Erbin, Ayşe Kübra Emrehan, Aziz Pektanır, Hüdanur Yıldız, İbrahim Özdoğan, Mahmut Kırdemir, Mücahit Özdoğan, Özlem Kılıç, Serhan Urhan, Şeref Gedik, Tayfun Kurumahmut, and Yunus Emre Bulut were charged with "rigging public tenders."
The decision stated that the suspects' statements given to law enforcement, the prosecutor's office, and the judgeship, along with the testimonies of H.A. and E.B. in the file, examinations and reports regarding the tenders, HTS records, and other documents constituted the current state of evidence.
The judgeship noted that there were examinations and reports in the file regarding the 7 tenders investigated as part of the probe. Citing the current state of evidence and the fact that the investigation is confidential and ongoing, it was assessed that judicial control measures would be insufficient at this stage.
It had previously been stated that detention warrants were issued for 28 people as part of the investigation for the crimes of "being a member of a criminal organization," "accepting bribes," "giving bribes," and "rigging tenders." Following their statements to the prosecutor, 11 people had been released under judicial control measures.
