2025 Central Government Budget Law Proposal approved

The 2025 Central Government Budget Law Proposal has passed the Planning and Budget Committee of the Grand National Assembly of Turkey (TBMM). According to the 2025 Central Government Budget Law Proposal submitted to the TBMM, it is estimated that the largest contribution to the 282 billion 538 million 376 thousand liras in fee revenues expected to be collected in the new year will come from title deed fees, amounting to 122 billion 488 million 929 thousand liras.

Accordingly, a total of 122 billion 488 million 929 thousand liras in revenue is expected from title deed fees to be collected from real estate purchase and sale transactions in 2025. This amount corresponds to 43.4 percent of total fee revenues.

JUDICIAL FEES

Judicial fees, which rank second in fee revenues, are expected to generate 50 billion 926 million 337 thousand liras. In this context, fees collected for trade registry, artisan registry, and other judicial proceedings constitute a significant source of revenue.

ESTIMATED FEE REVENUES BY ITEM

The budget also aims to generate significant revenue from fees to be collected in various areas.

Here are the estimated revenues from these types of fees:

Passport and Consular Fees: 18 billion 398 million 163 thousand liras

Notary Fees: 12 billion 379 million 25 thousand liras

Traffic Fees: 13 billion 72 million 169 thousand liras

Ship and Port Fees: 1 billion 90 million 632 thousand liras

Other Fees: 62 billion 96 million 206 thousand liras

The "Other fees" category includes various items such as international departure fees, private security fees, and Turkish international ship registry fees.

A total of 282.5 billion liras is expected to be collected from fee revenues in the 2025 budget. This figure constitutes an important pillar of the budget.
