If passed by Parliament, the release of approximately 50,000 inmates will be secured before the holiday. The proposal also covers those who have committed the same crime again.
The proposal for an execution and implicit amnesty law, which came to the agenda following the terrorist organization's laying down of arms, is being discussed in Parliament.
According to the report by Sözcü, terror and organized crimes will be excluded from this regulation.

Convicts will be able to benefit from probation after spending a certain portion of their sentences in prison. This period will be at least 1/10th of the time they are required to stay in prison and will also be applied retroactively.
For crimes committed on or before July 31, 2023, inmates will be able to be transferred to open prisons or released on probation 3 years earlier. Those who have committed the same crime for a second time will also be able to benefit from the right to conditional release if they demonstrate good behavior.
In cases of intentional crimes, weekend leaves will be expanded to be used on weekdays as well. Additionally, home confinement periods will be increased for women, children, and the elderly. For example, this period will be extended to 3 years for individuals over the age of 65.
Weapons that fire sound and gas cartridges will also be included in the scope, and penalties for those who fire shots at events such as weddings and engagements will be increased. Penalties for those driving under the influence of alcohol or drugs will also be raised.
While penalties for the crimes of establishing and managing an organization are being increased, a rapid judicial process is envisioned for the removal of content or blocking of access in cases of violation of personal rights on the internet. The internet traffic bandwidth of social network providers that do not comply with the decision will be restricted.
If these regulations are accepted in Parliament, they will allow for the release of many inmates before the holiday.
