6-month/6,000-kilometer rule and advertisement restrictions for second-hand vehicle sales extended

The Ministry of Trade announced that it continues its efforts to prevent speculative price formation and hoarding activities in the automotive sector, and to restore a fair, competitive, and stable market structure.

The statement noted that there are currently two important regulations in effect to re-establish a competitive and stable market structure in second-hand automotive sales. It was recalled that one of these prohibits the direct or indirect marketing or sale of motorcycles, automobiles, and off-road vehicles by those engaged in the second-hand motor vehicle trade until 6 months and 6,000 kilometers have passed since their first registration date, while the other prohibits the marketing of second-hand vehicles through advertisements at a price higher than the current sales price determined by the manufacturer or distributor.

Recalling that the validity period of these two regulations had previously been extended until July 1, 2025, the Ministry of Trade announced that within the scope of the inspections and practices carried out to date, administrative fines of approximately 53 million liras have been imposed on authorized automobile dealers and car dealerships acting in violation of the 6-month/6,000-km rule, and approximately 93 million liras on individuals and businesses acting in violation of the advertisement restriction.

EXTENDED FOR ANOTHER 6 MONTHS

The statement reported that, in line with analyses and market observations, it has been observed that these regulations are effective in preventing speculative price increases, combating hoarding, preventing unfair gains, and reducing consumer grievances. Accordingly, it has been decided to extend the duration of both the 6-month/6,000-km rule and the advertisement restriction for another 6 months, until January 1, 2026.

In this context, the practice will continue in the same manner for holders of second-hand vehicle trade authorization certificates, and all natural and legal persons who sell three or more second-hand vehicles within a calendar year without an authorization certificate will also be included in the scope. At the same time, it was reported that notaries will continue to block such sales and that inspections will continue.

Within the scope of the statement published by the Ministry of Trade, it was emphasized that legislative regulations will be meticulously continued in order to ensure price stability in the automotive sector, strengthen a fair and balanced market structure, and protect consumer rights, and that evaluations will continue to be made regarding the implementation of additional measures when necessary.
