A new era begins for couriers: Statement from Minister Uraloğlu

With the new regulation published in the Official Gazette dated March 8, 2025, express delivery services offered through digital platforms have been included in the postal sector.

Minister of Transport and Infrastructure Abdulkadir Uraloğlu made statements regarding this new regulation that has entered into force.

BTK OBLIGATION INTRODUCED

Minister Uraloğlu stated, “Thanks to the obligation to report couriers' working hours to the Information and Communication Technologies Authority (BTK), we will prevent working hours that violate regulations and the negative consequences associated with them.”

Stating that the regulation for courier services offered through digital platforms, which became mandatory during the pandemic and turned into a sector over time, aims to increase consumer satisfaction and service quality, Minister Uraloğlu said, “These services first started with the transport of basic food products, but expanded over time. The rapid growth in the sector revealed the necessity of making a regulation in this area.”

SHIPMENT SECURITY WILL BE GUARANTEED

Pointing out that similar services are also included in the postal sector in European Union (EU) countries, Minister Uraloğlu said, "As in the EU examples, we have determined the authorization and inspection conditions by including these services within the scope of the postal sector. Thus, we will guarantee important issues such as service quality, consumer satisfaction, and shipment security."

REGULATION ON WORKING HOURS

According to NTV's report, Uraloğlu stated that the new regulation also offers important innovations in terms of environmental sustainability, saying, "We are introducing new obligations to minimize negative externalities. Furthermore, thanks to the obligation to report couriers' working hours to the Information and Communication Technologies Authority, we will prevent working hours that violate regulations and the negative consequences associated with them."

UNREGISTERED SERVICES WILL BE PREVENTED

Emphasizing that unregistered postal services will be prevented with the regulation, Minister Uraloğlu said, "Services will be provided in a more orderly and systematic manner. In this way, both service quality will increase and administrative sanctions can be applied when necessary."
