Citizens should try to solve their problems in ministries, not in parliament, and ministries should be structured accordingly.

It should not just be deputies on the streets, but also ministers and bureaucrats.

Otherwise, a model where the authority lies with the bureaucracy but the deputies pay the price will exhaust politics and revive the bureaucratic oligarchy.
