AKP statement on CHP's Can Atalay request: Will Parliament reconvene?
The CHP is preparing to call the Turkish Grand National Assembly (TBMM) for another extraordinary session regarding Can Atalay. Speaking on the matter, AKP Group Chairman Abdullah Güler referred to their statements and said, "If their demand is to say, 'Read the decision. Accept that the relevant deputy is a deputy for the purpose of release. Record it in the minutes,' I would like to say in advance that it would be a very ridiculous demand."
AKP Group Chairman Abdullah Güler, regarding the CHP's announcement that they would call the TBMM for another extraordinary session for Can Atalay, said, "The TBMM General Assembly is in control of its agenda. Once a matter has been discussed, negotiated, and decided upon, there is no such thing as 'Let's discuss it again, let's decide on it again' regarding the same issue. Since the TBMM is in control of its agenda and has already made a decision, it will not view a second extraordinary meeting request as normal, nor will it welcome it," he said.
AKP Group Chairman Abdullah Güler made statements regarding the new legislative year of the TBMM, new constitutional efforts, and topics on the political agenda.
Güler stated that 21 laws, 52 international agreements, and 6 motions to send troops abroad were accepted during the 28th legislative term, and that they acted in line with the expectations of society.
JUDICIAL PACKAGE TO BE ON THE AGENDA IN THE NEW TERM
Stating that the TBMM will open on October 1 and that the General Assembly will begin its deliberations with the Teaching Profession Law Proposal, Güler conveyed that the 9th Judicial Package, which has passed through the Justice Commission, will be brought to the agenda in the new term, and that the law proposal regarding consumer rights and deceptive advertising practices will also be on the agenda.
Stating that the preparations for the law proposal regarding the regulations of the Ministry of Treasury and Finance will also be completed by the end of September, Güler used the expressions, "We will hopefully present our legal regulations, which are of a nature to support structural reforms and the Medium-Term Program (OVP) that has been in effect for 1 year, to our Parliament Speaker's Office starting from the first weeks of October."
'THEY HAVE NO LEGAL ADVISORS LEFT AROUND THEM'
Güler also noted the following regarding the CHP's announcement that they would call the General Assembly for another extraordinary session to have the Constitutional Court (AYM) decision regarding Can Atalay read in the TBMM:
"The CHP Chairman or other CHP officials are making very strange and odd statements regarding the extraordinary meeting, making a declaration like 'the reading of the AYM's decision.' It seems there are no legal advisors left around them; some chairmen are not even lawyers anyway. I want to say it once again; the AYM's decision published in the Official Gazette on August 1 is not a decision to be read on legal grounds. It is necessary to discuss this very clearly on legal grounds with whoever they consider the most authorized and expert, whether they are constitutionalists or criminal law experts.
'HE INSULTED DESPITE PROMISING CLEAN LANGUAGE'
From the moment TİP Istanbul Deputy Ahmet Şık came to the podium, he should have normally explained the AYM decision and the process in the general discussion from his own perspective, but he started very dirty, ugly, insolent, rude, and disrespectful insults.
Of course, we made our objections in the meantime and a break was given. After the break, together with the Deputy Speaker of the Parliament, in the back section; every group deputy chairman stated that they did not accept these ugly, insolent, insulting words. Here, the CHP and DEM Party group deputy chairmen said that they had met with Ahmet Şık, that they had received a promise that he would complete the remaining time of his speech without insulting and that he would not use such language, and said, 'Let's continue the General Assembly meetings.' Here, the relevant deputy promised the CHP group deputy chairman and the DEM Party group deputy chairmen, 'I will not say ugly, rude, hurtful, insulting words.'
"IMAGES WE DID NOT WANT ALSO EMERGED"
Well, what did we experience? We went to the General Assembly, the same deputy unfortunately continued his rude, insolent, disrespectful, insulting words again. Of course, other images that we never wanted also emerged in the meantime."
CLAIMED AHMET ŞIK ATTACKED AKP MEMBERS
Claiming that TİP Istanbul Deputy Ahmet Şık attacked AKP members, Güler alleged that Şık's elbow hit the face of DEM Party Group Deputy Chairman Gülistan Kılıç Koçyiğit, causing her eyebrow to split, and that the opposition did not explain the facts about the fight that took place to the public.
Emphasizing that the images in the General Assembly did not suit the Parliament, Güler continued as follows:
"The CHP and other deputies state that they will invite the Parliament to an extraordinary meeting again on the same issue. Of course, I have not seen the content, I do not know. I mean, I do not know in what framework and how they will make an extraordinary invitation. Within the scope of Article 7 of the Rules of Procedure, political parties can make a declaration if they reach the number of 120 deputies.
"TBMM SPEAKER'S OFFICE WILL NOT VIEW IT AS NORMAL"
Of course, our Parliament Speaker's Office will evaluate this request. However, let me say this; the TBMM General Assembly is in control of its agenda. Once a matter has been discussed, negotiated, and decided upon, there is no such thing as 'Let's discuss it again, let's decide on it again.' Since the TBMM is in control of its agenda and has already made a decision, it will not view a second extraordinary meeting request as normal, nor will it welcome it. Of course, one needs to see the petition, one needs to see the declaration of our friends.
'IT WILL BE A VERY RIDICULOUS DEMAND'
However, I heard such an expression, of course it was very inappropriate, I would like to say first of all that I did not find it very correct. I saw a statement by the CHP Chairman that was very impolite and that I did not find correct in terms of style, as if giving a task to the Parliament Speaker, as if giving an instruction; 'Read the decision. Accept that the relevant deputy is a deputy for the purpose of release. Record it in the minutes,' which is empty and has no validity on legal grounds. I mean, if they are going to have such a demand, I would like to say in advance that it will be a very ridiculous demand."
'THE CONSTITUTION NO LONGER HAS CURRENCY'
Stating that new constitutional efforts should be on the agenda during the legislative term, Güler noted that Turkey needs a civil, pluralist constitution. Güler said, "The constitution was made and accepted in terms of the economic conditions, economic conditions, and social structure of that day. However, 40 years have passed and the constitution no longer has currency at the moment. Look, we have much newer concepts, right? What is it, for example? More recently, we made a legal regulation regarding crypto assets, the definition of 'intangible assets'. In the coming days, many topics such as cyber space security, digital systems, digital software, artificial intelligence applications will come before us. Well, in which article of our constitution are these? Which current topic of our day can it contain? Unfortunately, it cannot contain them" he said.
'THERE IS NO DISCUSSION REGARDING THE FIRST 4 ARTICLES'
Stating that the Presidential Government System is a system accepted by society, Güler said, "Of course, there may be aspects of the system that are failing. There may be aspects that will change. It is always possible to create environments that are more functional and work more efficiently by adapting to today's conditions. In a systemic sense, you can always implement the failing aspects with different practices along with a new change and transformation. This is a separate issue, but of course, there is no discussion regarding our first 4 articles that we meet on a common ground within our constitution. I mean, we do not have a different perspective on these issues. But our other articles must definitely be updated, meet the needs of society, and respond to the conditions of our day. Every segment of our society needs to contribute to the constitution. Hopefully, we can be successful in this" he expressed.
CHANGE IN AKP CONGRESS
Güler stated that the AKP Ordinary Congress will be completed at the beginning of 2025 and that a change in the range of 50-60 percent occurs in the party in every congress period, emphasizing that changes can take place with the appreciation of AKP Chairman and President Recep Tayyip Erdoğan.
