Allegations claim Öcalan underwent eye surgery in Ankara and attended PKK congress by phone

Takvim, a pro-government media outlet, has alleged that Abdullah Öcalan was taken to Ankara for eye surgery and participated by phone in the PKK terrorist organization's congress held between May 5-7. 

The report containing the claim included the following statements: 

"On the other hand, it was claimed in the PKK's media outlets that the congress was held in Sulaymaniyah. It was alleged that the ringleader Öcalan underwent eye surgery in Ankara and then returned to İmralı to attend the congress by phone."

The report noted that there are rifts within the PKK regarding laying down arms, but that the People's Alliance will not negotiate during the process. 

THE PROCESS OF LAYING DOWN ARMS

Describing the process that is claimed to follow the laying down of arms, Takvim's report states:

"So how will the process work from here on? After the PKK and other armed groups under its umbrella dissolve themselves, weapons will begin to be collected. It is expected that locations will be established in Iraq, Syria, and Turkey for the collection of weapons. The processes in Iraq and Syria will continue under the supervision of the respective countries. At this point, the MIT will be in constant contact with the intelligence services of the relevant countries.

After laying down arms, the status of the terrorist organization's so-called leaders and terrorists will come to the agenda. So-called high-level leaders will not be allowed to enter Turkey. It is expected that Murat Karayılan, Cemil Bayık, Duran Kalkan, Mustafa Karasu, Sabri Ok, Bese Hozat, Helin Ümit, and other names will be sent to third countries in groups of two or three. It is said that those who cannot go to third countries will remain at designated points in Iraq."
