Allegations of 'negligence' regarding the terrorist attack in Ankara! “The Gendarmerie, two days before the attack…”
Sharing new details regarding the bomb attack on the Ministry of Interior in the capital Ankara, Tolga Şardan announced that an inspector investigation has been launched.
Following the bomb terrorist attack on the Ministry of Interior in Ankara, 2 police officers were slightly injured. The attack was claimed by the HPG, the armed wing of the PKK.
It has emerged that the vehicle used in the bomb attack was hijacked 2 days before the attack from the Develi district of Kayseri.
T24 columnist Tolga Şardan emphasized in his article published today that there was major negligence in the terrorist attack.
In his article, where he stated that the process regarding the Ankara dimension of the incident is ongoing and that separate investigations are also being conducted in Kayseri, Şardan shared important details.
Stating that 2 days before the vehicle used in the Ankara attack was stolen, another vehicle was intercepted in Kayseri's Köseler Village by two people with Kalashnikov rifles in their hands, Şardan touched upon the fact that although citizens reported the situation to the Gendarmerie, the Gendarmerie did not carry out operational activities in the region.
In the continuation of his article, Şardan stated that the Ministry of Interior has launched an inspector investigation to determine whether there was negligence by the Gendarmerie units after what happened.
The full text of Tolga Şardan's article is as follows;
New information is coming to light regarding the terrorist attack on the Ministry of Interior. The Ministry shared the identity of the second terrorist who attempted the suicide bombing with the public.
Following the impact the act created within the AKP government, Minister of National Defense Yaşar Güler, Minister of Foreign Affairs Hakan Fidan, Minister of Interior Ali Yerlikaya, Chief of General Staff General Metin Gürak, and MIT President İbrahim Kalın met on Wednesday with a "security" agenda.
Following both the identified identities and the statement by the PKK's armed wing, the HPG, claiming the act, the veil of mystery over the attack has been partially lifted.
I say partially, because what happened before the act has not yet been fully clarified.
The work of the experts sent to Kayseri by private plane on Sunday evening upon the instruction of Minister of Interior Ali Yerlikaya continues in the region.
THE SECRET OF THE 10 HOURS
While the process regarding the Ankara dimension of the incident continues, a separate investigation is also being conducted in Kayseri.
In my previous article in Büyüteç, I stated that the knot regarding the attack would be untied in Kayseri.
The developments that have emerged within two days confirm my view.
Preliminary information reaching Ankara from Kayseri unfortunately reveals that the picture is not very bright. And unfortunately, there is a serious picture of negligence in Kayseri, where the process first started.
Let me try to convey the information I have obtained, in accordance with the prosecutor's publication ban.
The first piece of information is as follows:
The vehicle hijacked by the two terrorists who killed veterinary technician Mikail Bozlağan near Bakırdağı Village in the Develi district on the evening of September 30 was seen on the license plate recognition system (PTS) cameras at the exit of Kayseri's Ankara Road on the same night around 22:30.
Its entry into Ankara with two people inside the same vehicle was the next morning, that is, around 08:30 on the day of the act.
The vehicle was also detected on the PTS at the Natoyolu location around 09:10.
Now, considering that the vehicle was hijacked around 19:30, the vehicle containing the terrorists who would carry out the attack in Ankara wandered within the provincial borders of Kayseri for at least three hours.
Furthermore, the vehicle completed the Kayseri – Ankara transit, which passenger or light commercial vehicles take 3-4 hours to complete, in exactly ten hours!
It is possible to determine at what time and under what conditions the vehicle that left Kayseri passed through Kırşehir and Kırıkkale on the route.
In light of this data, the time and place where the explosives were loaded onto the vehicle will be easier to understand. Moreover, as far as I know, the issue of whether the terrorists who hijacked the vehicle and the terrorists who carried out the act are the same people has not yet been finalized.
When retrospective PTS examinations are carried out, that is, when the secret of the 10-hour journey is solved, the question marks regarding the incident will largely find answers.
CHAIN OF NEGLIGENCE
According to new information that has emerged, allegations of negligence towards the Gendarmerie forces on duty in the region are the other topic of discussion.
Bozlağan, who was shot in the nape of the neck and seriously injured by a single bullet from the terrorists' weapon, was found by his relatives in a seriously injured state by the creek. According to his relatives' account, the situation was reported to the Gendarmerie at 21:30 that same evening.
The Gendarmerie states that the vehicle was registered in the system, but there are those who hold the opposite view. The fact that the Gendarmerie General Command did not make a statement to end the discussion on this issue naturally brought question marks with it.
WHAT HAPPENED TWO NIGHTS BEFORE IS REMARKABLE!
On the other hand, while researching the incident, I reached information that has not been reflected to the public until now about a very important development that took place two nights before the incident.
Two nights before Bozlağan's vehicle was hijacked, that is, on the night of September 28, there was an incident that took place in the Develi region again.
The path of a vehicle belonging to a subcontractor of the firm that undertook the electricity distribution work in Kayseri's Develi and Tomarza districts and their surroundings was blocked near Develi's Köseler Village.
The two company employees inside the vehicle belonging to the subcontractor firm from Ankara were on their way to a funeral in the Göksun district of Kahramanmaraş.
Two people, who were understood to have Kalashnikov rifles in their hands, blocked the vehicle's path around 23:30 near Köseler Village and wanted to hijack the vehicle. The company employee sitting in the driver's seat suspected that those blocking the road were terrorists and increased his speed.
He even hit one of the armed people, causing him to roll into the creek bed.
As the vehicle moved away from the scene, three bullets hit the vehicle after fire was opened from behind.
After this incident, the two citizens whose vehicle was attempted to be hijacked went to the Bakırdağı Gendarmerie Station and explained the situation.
According to the information I received; the officers at the station told the two citizens that "there were wild boar hunters in the region, and their fire might have hit the vehicle"! While the Gendarmerie told the two citizens "we will collect them tomorrow," they did not make an official record.
Upon this, the two citizens applied to the Gendarmerie unit in Göksun this time. Here, too, they received the answer that "no action could be taken because the place where the incident occurred was not in their area of responsibility."
The fact that this incident was not recorded in the Gendarmerie records is undoubtedly a significant negligence. But more gravely, despite the two people who applied to the station telling them about the two suspects who tried to block their vehicle with two Kalashnikov weapons in their hands and fired at the vehicle, no operational activity was carried out in the region the next day or afterwards.
Whether those two suspects are the two people who aimed to carry out the attack in Ankara is not yet clear.
It is seen from the available data that; there is activity in the region.
THE DRUMMERS TURNED OUT TO BE REAL
Immediately after the incident, information was reflected to the public that the terrorists were acting under the guise of a family.
In particular, the connections of people consisting of one woman, one child, and two men who introduced themselves as drummers were investigated regarding the incident.
These four people were caught. They were interrogated by the relevant units. And it was understood that they were indeed drummers and had no connection to the attack. It was determined that the family attended a wedding in Çataloluk Village.
DISTRICT GENDARMERIE COMMANDER WAS AT A COURSE
It turned out that the District Gendarmerie Commander on duty in Develi, which is understood to be the starting point of the Ankara attack, had been at a professional course in Ankara for some time.
After what happened, the District Gendarmerie Commander returned to his post in the district.
Meanwhile, it was noteworthy that former Minister of National Defense Hulusi Akar, who is also an AKP Kayseri Deputy, met one-on-one with the District Gendarmerie Commander for about twenty minutes at the condolence house he went to for offering his condolences.
MINISTRY OF INTERIOR LAUNCHED AN INVESTIGATION
I learned that after what happened, the Ministry of Interior launched an inspector investigation to determine whether there was negligence, especially by the Gendarmerie units.
According to the new information received, after the available information, an inspector group coordinated by the Chief Civil Inspectors was sent to Kayseri upon the instruction of Minister Yerlikaya.
If negligence is detected in the process with the work of the inspectors, the way will be paved for the initiation of a judicial investigation against the public officials who have a share in the negligence.
