Amnesty for GSS debts on the TBMM agenda

The Grand National Assembly of Turkey (TBMM) General Assembly will begin its weekly work on December 3.

This week, the General Assembly will continue discussions on the Draft Law on Amendments to the Village Law and Certain Laws, which includes regulations regarding urban transformation, building inspection, and solar power plants.

According to the proposal, an additional period until December 31, 2028, will be granted to those who have not built a structure for various reasons or who have not paid their installments on real estate sold to needy individuals who reside in the village and are registered in the village population but do not own a house.

For all unauthorized permanent or temporary structures built on lands under the state's jurisdiction and disposal, including surrounding wire fences, hedges, and walls, the Housing Development Administration (TOKİ), municipalities, or special provincial administrations will be authorized to issue demolition orders, regardless of whether they are under construction or already occupied.

Land and plot deliveries made to the Urban Transformation Presidency, which is under the special budget, will be exempt from value-added tax. Solar and wind power plants will be outside the scope of the Law on Building Inspection.

The Ministry of Environment, Urbanization and Climate Change will determine the number of building inspection organizations that can operate in a province.

In cases where one or more administrative penalties must be imposed on a building inspection organization, the administrative fine amount will not be less than 50 thousand liras. Partners, managers, architects, engineers, and other technical personnel, as well as laboratory staff of a building inspection or laboratory organization who require a ban on taking on new work or who abuse their duties, will be punished with imprisonment from 6 months to 3 years.

The Turkish Environment Agency will be able to establish companies and become a partner in companies to carry out its activities.

WILL GENERAL HEALTH INSURANCE (GSS) DEBTS BE CANCELLED?

Following this proposal, the General Assembly will begin discussions on the Draft Law on Amendments to the Social Insurance and General Health Insurance Law and Certain Laws.

According to the proposal, family medicine services will be free of charge, excluding services provided to foreigners, traditional and complementary medicine practices provided outside working hours, and those determined by the Ministry from special-purpose reports.

Regulations will be implemented to conduct more clinical research. The co-payment for physician and dentist examinations in outpatient treatment will be 20 liras. The 5-point insurance premium discount provided for disability, old-age, and death insurance premiums paid by private sector employers to the Social Security Institution (SGK) will be applied as 4 points.

The collection of unpaid General Health Insurance premiums and their ancillary receivables belonging to the period before January 1, 2015, will be waived.

The 5-point discount to be provided on disability, old-age, and death insurance premiums for workplaces in the manufacturing sector will continue until December 31, 2026, and the President will be authorized to extend this period until December 31, 2027.

Those whose insurance started before December 31, 2008, and who have a work capacity loss rate between 40 percent and 49 percent will benefit from an old-age pension provided they have 18 years of insurance duration and 4 thousand 100 days of premium payments, and those with a rate between 50 percent and 59 percent will benefit provided they have 16 years of insurance duration and 3 thousand 700 days of premium payments.

Additionally, Mehmet Akarca, who was elected as the Chief Ombudsman, will take his oath in the General Assembly.

COMMITTEE AGENDAS

Specialized and research committees will also convene to address issues on their agendas.

Ministry of Justice officials will make a presentation to the Research Commission on Violence and Discrimination Against Women.

A deputy chairman will be elected in the Committee on National Education, Culture, Youth and Sports.

The Planning and Budget Committee will discuss the draft law, which bears the signatures of AKP deputies and includes regulations regarding civil servants.

On Tuesday and Wednesday, group meetings of political parties with groups in the Parliament will be held.
