Another call from Bahçeli for Öcalan! 'In the coming period as well...'
MHP Chairman Devlet Bahçeli, in his assessment of the second resolution process dubbed 'Terror-Free Turkey,' described the legal regulation passed in the Turkish Grand National Assembly (TBMM) as an important threshold. While Bahçeli set the dissolution of the PKK/KCK terrorist organization and the surrender of weapons as a prerequisite, he also stated that the necessary conditions must be created for the leader of the PKK terrorist organization, Abdullah Öcalan, to continue contributing to the process.
MHP Chairman Devlet Bahçeli, the architect of the second resolution process—referred to as 'Terror-Free Turkey'—which is being conducted with the DEM Party and the leader of the PKK terrorist organization, Abdullah Öcalan, has made statements.
Speaking to the Türkgün newspaper, which is close to his party, Bahçeli argued that the framework law passed in the TBMM constitutes an important stage. Asserting that the main goal of the process is to remove terrorism, extremism, and separatism from Turkey's agenda, Bahçeli said that the regulation is not an amnesty and that the legal consequences of ongoing investigations, prosecutions, and finalized convictions will be preserved. Bahçeli also set the dissolution of the PKK/KCK terrorist organization and the surrender of the weapons and ammunition under its control as a prerequisite for the process.
In the continuation of his statements, Bahçeli argued that terrorist leader Abdullah Öcalan played an important role in the decision for the PKK to dissolve and lay down its arms, noting that conditions must be created to enable him to continue contributing to the process in the coming period. Stating that some controversial topics, including the implementation of ECHR rulings, could be re-evaluated, Bahçeli expressed that the necessary legal and administrative regulations must be made in the next phase of the process.
"A WORK MODEL UNIQUE TO TURKEY"
Bahçeli stated that the efforts carried out for nearly two years have reached an important stage with the "Law on Strengthening National Solidarity and Social Integration" passed in the TBMM. He said that the adoption of the law with the votes of 467 deputies demonstrates a strong will toward the goal of a 'Terror-Free Turkey' and toward national solidarity and social integration.
"The 'Terror-Free Turkey' goal, which we have been weaving stitch by stitch for nearly two years, has reached an important stage with the 'Law on Strengthening National Solidarity and Social Integration' passed in the TBMM. The fact that the law was passed with the votes of 467 deputies demonstrates a strong will and comprehensive consensus toward a 'Terror-Free Turkey,' national solidarity, and social integration.
A work model unique to Turkey, which also increases the prestige of the political institution, has been put forward, and hands have been raised for Turkey's peace and its common, strong future."

Bahçeli thanked AKP Chairman and President Recep Tayyip Erdoğan and TBMM Speaker Numan Kurtulmuş for their contributions to the process.

"TERROR SYMPATHIZERS WILL LOSE"
Stating that the vast majority of society supports the 'Terror-Free Turkey' goal, Bahçeli expressed that terrorism must be completely removed from the political climate.
"The overwhelming majority of our nation stands by a 'Terror-Free Turkey' and wants terrorism to be completely removed from our agenda with all its elements and handicaps. They wish for the poisonous air of terrorism to be cleared from our political climate and for the weeds to be uprooted from our soil of trust and peace. They desire for the climate of democracy, the rule of law, prosperity, and security to consolidate and embrace all our citizens without any discrimination. They expect those who produce instability and chaos in our region, as well as terrorism, violence, vandalism, and those who exist thanks to them and stand on the same side as them, to lose and to withdraw their hands from our country and our nation."
"THERE IS NO SECRET BARGAIN"
Arguing that no secret bargain has been made within the scope of the process, Bahçeli stated that the memories of martyrs and veterans are being respected.
"In the 'Terror-Free Turkey' process, not the slightest stain has been cast on the memories of our dear martyrs and veterans who fell for the sake of the homeland, nation, flag, and all sacred values, nor on their honorable families. I would like to emphasize that this stage was reached thanks to them and as a result of their sacred struggle. Furthermore, the memory, determination, and will of our heroic army and our self-sacrificing nation in the fight against terrorism from yesterday to today have been embraced in all their stages. There has been no secret bargain or path taken without the knowledge of our citizens. We have acted with a style appropriate to the sensitivity of the process, with patience, reason, love for the homeland and nation, and a strong belief and will in strengthening brotherhood."
"THE ONLY GOAL IS THE ELIMINATION OF TERRORISM"
Bahçeli stated that the fundamental purpose of the process is the complete elimination of terrorism and separatism.
"The only goal is to completely remove terrorism, extremism, and separatism from our country's agenda and our nation's minds, to eliminate all elements and areas where terrorism grows and is fed, and to build the strong Turkey of the future by reaching a consensus on the feeling of national unity and solidarity.

"AN IMPORTANT THRESHOLD HAS BEEN CROSSED"
Expressing that terrorism is one of the obstacles to Turkey's economic and social development, Bahçeli said that an important stage has been left behind in the current process.
"Our only desire is to get rid of this shackle that has hindered our economic and social development for nearly half a century and created a significant human and economic cost, and hopefully, we are nearing the destination.
An important threshold has been crossed in terms of establishing a solid framework for a Terror-Free Turkey. As I have always said, this issue is above politics, and with this law, our 86 million citizens, as well as the peoples in our near geography, have won. This effort is an act of democratization and development, as well as a will to carry a thousand-year brotherhood into the next thousand years. Reaching the 'Century of Turkey' goal will become closer and more possible with the root-and-branch eradication of terrorism, which is one of the biggest obstacles before us in this regard."
"THERE WILL BE THOSE WHO WANT TO STIR UP TROUBLE"
Claiming that the process may be subject to provocation and smear attempts, Bahçeli also issued warnings.
"Undoubtedly, there will be internal and external dark circles that want to stir up trouble and infect developments with slander. I invite our dear nation to be sensitive against provocations. We will not give opportunities to those who want to smear and distort the process, and we will not allow the provocative moves of the subcontractors of imperialism or their spokespeople inside the country."
RESPONSE TO CRITICISM OF MHP
Addressing the criticisms directed at the MHP, Bahçeli criticized the attitudes toward the party.
"The newly emerged formations and upstart structures that try to steal roles from the MHP regarding the unity of the nation and the survival of the state are under the protection of imperialism if they are not in the shadow of narrow minds. We are aware that behind the cheap political clownery of those whose records we know and whose true colors we are familiar with, lies a chronic MHP indigestion.
The MHP is not the address for those who stand in the shade; it is the address for those who provide shade to the Turkish nation against national threats. We loved our country and our nation unconditionally. We did not make political calculations; we acted with the motto of 'my country and my nation first.'
We know what we are doing and where we are going. Because our sole source of inspiration is the wisdom, discernment, and common sense of our nation.
Let no one worry. The Nationalist Movement Party is a wall against dark ambitions and a light for darkened hearts. MHP politics is the compass of Turkish politics and the pole star of the Turkish nation. The MHP's institutionalism is the unshakable will of peace and brotherhood, democratic values, and the ideal of keeping our state alive forever; it is the political bastion of Turkish nationalism."
"THE LAW IS NOT AN AMNESTY REGULATION"
Stating that the law passed in the TBMM is not an amnesty regulation, Bahçeli made assessments regarding its scope.
"The 'Law on Strengthening National Solidarity and Social Integration' is not a regulation that eliminates conviction judgments, changes the legal nature of crimes, or ends criminal liability. Ongoing investigation and prosecution processes and finalized conviction judgments will maintain their existence with all their legal consequences, and there will be no changes regarding the nature of the crime, the conviction decision, or criminal liability. In this respect, the law, in terms of its legal nature, is a limited and conditional legal regulation concerning the criminal justice system and enforcement law.
This law constitutes a basic framework that forms the first step of the envisaged legal regulations. With the law, it is aimed to permanently establish national solidarity, social peace, and integration, based on the indivisible integrity of the Republic of Turkey with its country and nation, the principle of the rule of law, the democratic political order, and public security."
"DISSOLUTION OF THE PKK AND SURRENDER OF WEAPONS IS A PREREQUISITE"
Bahçeli emphasized that the dissolution of the PKK/KCK terrorist organization and the surrender of weapons are prerequisites in the process.
"I hope that the law will produce results in accordance with its purpose and that it will be auspicious for our country and our nation. The legal ground being created will be one of the most important foundations of the goal of Turkey being rid of the scourge of terrorism forever. And undoubtedly, as envisaged in the law, it is a prerequisite for the PKK/KCK terrorist organization and all kinds of formations connected to it to end their de facto existence and surrender all kinds of weapons and ammunition under their control."
CALL FOR FREEDOM FOR SELAHATTİN DEMİRTAŞ
Stating that a new stage has been reached with the adoption of the law, Bahçeli said that legal and administrative regulations may come to the agenda.
"However, the stage reached with the adoption of the law is not an end, but the beginning of a new phase for the regulations that need to be made in legal and administrative terms; in this context, the review of controversial issues, including the implementation of ECHR rulings, and the activation of efforts regarding the establishment of justice may come to the agenda.
In the next process, it will be of critical importance to take the other steps emphasized in the joint report prepared by the 'National Solidarity, Brotherhood, and Democracy Commission,' to make the necessary legal and administrative regulations, and to carry out the applications with effective cooperation and coordination."
"CONDITIONS MUST BE CREATED TO ENABLE ÖCALAN TO CONTRIBUTE"
In the final part of his statement, Bahçeli made an assessment regarding the role of terrorist leader Abdullah Öcalan in the process.
"It is necessary to create conditions that will enable Abdullah Öcalan, who played an important function in the PKK's decision to dissolve and lay down its arms with his 'Call for Peace and Democratic Society' as the founding leader of the PKK, to continue to contribute to the process in the coming period."
