Arrest request for five individuals in fund investigation

Following their processing at the prosecutor's office, Tera Yatırım Holding Chairman of the Board Emre Tezmen, company executives Emre Alkin, Kerem Alkin, and Alper Öztürk, and Pusula Holding Chairman of the Board Serdar Turhan—who were previously detained by the Istanbul Chief Public Prosecutor's Office as part of a capital markets investigation—have been referred to court with a request for their arrest.

ARREST REQUEST FOR THE 'ALKINS'

Prof. Dr. Kerem Alkin served as Turkey's Permanent Representative and Ambassador to the OECD during the 2021-2024 period. Alkin, who previously held positions on the boards of the Turkey Wealth Fund and Halkbank, serves on the boards of Tera Yatırım Menkul Değerler and Tera Finansal Yatırımlar Holding.

Another notable figure is Emre Alkin, who is on the board of Tera Yatırım Holding and was among those detained. Alkin is also the Rector of İstanbul Topkapı University and holds the title of Prof. Dr. According to Public Disclosure Platform (KAP) records, Emre Alkin was elected to this position on June 26, 2026.

Emre Alkin, who also writes a column for the newspaper Ekonomim, previously served on the Presidential Academic Advisory Council.

WHAT HAPPENED

Four suspects were previously arrested as part of the investigation. A travel ban and asset seizure order had been applied to 51 people, including Serdar Turhan and Alper Öztürk.

It was also noted that the Capital Markets Board (SPK) had filed a criminal complaint regarding transactions in Katılımevim and Gündoğdu Gıda shares and had imposed a two-year trading ban on certain individuals.

It was first announced on September 12 that a travel ban had been issued for Serdar Turhan. During the same period, it was alleged that an arrest warrant had been issued for Pusula Portföy Chairman of the Board Muhammet Yarız. Yarız subsequently surrendered to judicial authorities and was arrested.

As the investigation continues, the SPK has also decided to liquidate 131 funds founded by the portfolio management companies Tera, Pusula, Hedef, Atlas, A1, Pardus, and Bulls. The investment funds of these companies traded on TEFAS have also been closed to transactions.

Teams from the Istanbul Provincial Police Department's Financial Crimes Investigation Branch entered the Tera Holding building on September 19, 2026, as part of the operation.

As part of the investigation, Pusula Holding Chairman of the Board Serdar Turhan, Tera Yatırım Holding Chairman of the Board Emre Tezmen, and executives Alper Öztürk, Emre Alkin, and Kerem Alkin were detained and referred to the courthouse today.
