Aziz İhsan Aktaş’s company building in the spotlight over zoning scandal
It has been determined that a building belonging to the Aktaş Group in Diyarbakır was constructed in violation of zoning regulations. The building, which received its permit during the trustee administration period, is registered under the name of Doğan Aktaş.
A striking detail has emerged regarding the company building in Diyarbakır belonging to Aziz İhsan Aktaş, who became a whistleblower after being arrested on charges of leading a criminal organization and whose house arrest was lifted yesterday (August 22). It has been revealed that the building in question was constructed in violation of zoning regulations.
LUXURY BUILDING ON THE SITE OF AN OLD HOUSE
With the rapid increase in construction in the Kayapınar district during the 2000s, multi-story residential complexes began to rise in place of single-story or detached houses. Aktaş purchased the plot of a detached house that had burned down during that period and attempted to build a company headquarters there.
1500 SQUARE METER REQUIREMENT BYPASSED
Under normal conditions, a plot of at least 1500 square meters was required for a collective structure. However, Aktaş's brother, Doğan Aktaş, applied to the Metropolitan Municipality under trustee administration and bypassed this requirement through special zoning plan amendments. Thus, the foundation was dug on an area of only 600 square meters, and a modern-looking group building was constructed by adding a first floor on top of the basement and ground floor.

PERMIT DENIED TO CITIZENS IN THE SAME AREA
The Aktaş brothers, who received a permit through the zoning plan application, opened their company headquarters there. However, the permit applications of two property owners in the same area with plots of 900 and 605 square meters were rejected on the grounds that the "plot size was insufficient." This situation has brought about allegations that preferential treatment was granted.
APPROVAL DURING THE TRUSTEE PERIOD
According to records, the building's permit was obtained during the period when the Kayapınar Municipality was under trustee administration. The company headquarters, which was determined to be in violation of zoning, was registered in the land registry under the name of Doğan Aktaş. The building in question is located on Diclekent Boulevard in Kayapınar.
