Prosecutor's opinion announced in Beykoz Municipality 'corruption' case

In the 'corruption' case involving Beykoz Municipality, 26 defendants, including suspended Beykoz Mayor Alaattin Köseler and 4 others currently in custody, appeared before the court.

The hearing, held at the Anatolian 17th High Criminal Court, was attended by the detained defendants—suspended former Beykoz Mayor Alaattin Köseler, Veli Gümüş, Havva Dindar, and Uğur İnci—as well as several non-detained defendants and their lawyers.

"If you don't make the decision, I wouldn't run even if they opened the doors at Silivri"

In his defense statement during the hearing, detained defendant Alaattin Köseler said, "I have been in custody for 1 year and 5 months; I am on my 463rd day. I am in a single-person cell in Silivri. I told them in my cell that I am caught in this setup. The Ministry of Interior inspector, who should have looked at files covering the 2020-2024 period, only looked at the last 6 months. Inspector reports are administrative audit tools. Their duty is to conduct administrative reviews. If the report this inspector sent to the Magistrate Judge is accepted without question and treated as an expert report, this is not justice; it is a biased perspective. There was no such thing in the 'Old Turkey'. I was tried in the 'Old Turkey' too, but I was tried without being detained. There is no need for such hidden hands. The 18th High Criminal Court disregarded your decision. The 18th High Criminal Court made a decision without looking at the evidence. I have been in custody for 463 days. I have been in custody for 463 days just for this expert to say that the mayor has no legal responsibility. We have spent four holidays in Silivri; the decision you made was already appropriate and it was not the final decision, they are not letting me return to duty anyway. If you don't make the decision, I wouldn't run even if they opened the doors at Silivri. I request that my captivity be lifted."

Public Prosecutor announced the opinion on the merits

In the opinion, it was requested that detained defendants Alaattin Köseler and Chief of Staff Veli Gümüş be sentenced to 7 years and 6 months to 20 years for "establishing and managing an organization for the purpose of committing a crime," 3 years and 9 months to 8 years and 9 months for "rigging a tender in a chain manner," 10 to 35 years for "fraud to the detriment of public institutions and organizations in a chain manner," and 3 years and 9 months to 14 years for "forgery of official documents in a chain manner." It was stated that Alaattin Köseler, as the leader of the organization, is also responsible for all crimes committed within the organization.

For detained defendant Havva Dindar, it was requested that she be sentenced to 1 year and 3 months to 5 years and 3 months for "rigging a tender in a chain manner," 10 to 35 years for "fraud to the detriment of public institutions and organizations in a chain manner," and 4 to 10 years for "aiding in the forgery of official documents in a chain manner."

For detained defendant Uğur İnci, it was requested that he be sentenced to 4 to 10 years for "being a member of an organization established for the purpose of committing a crime," 3 years and 9 months to 8 years and 9 months for "rigging a tender in a chain manner," 10 to 35 years for "fraud to the detriment of public institutions and organizations in a chain manner," and 4 to 10 years for "aiding in the forgery of official documents in a chain manner."

The Public Prosecutor requested the acquittal of non-detained defendants Metin Ülgey and Nuray Unutur from all charges brought against them.

In the opinion, it was requested that the detention of Alaattin Köseler, Veli Gümüş, and Uğur İnci continue, and that detained defendant Havva Dindar be released under judicial control, taking into account the time she has already spent in custody.

Havva Dindar released

Announcing its interim decision, the court panel ruled for the continuation of judicial control measures, ordered the release of Havva Dindar with a travel ban and the requirement to sign in at a police station once a week, and decided to continue the detention of the other 3 defendants, Alaattin Köseler, Uğur İnci, and Veli Gümüş, adjourning the hearing to July 13.
