Bill on the Justice Academy of Turkey passed in the Grand National Assembly of Turkey

The bill regarding the Justice Academy of Turkey was debated in the General Assembly of the Grand National Assembly of Turkey (TBMM) and was passed at the end of the deliberations. 325 deputies cast their votes, with 239 voting in favor and 86 voting against.

Bill on the Justice Academy of Turkey passed in the Grand National Assembly of Turkey

According to the bill, education, training, research, and practice units will be established within the Justice Academy based on areas of expertise. The Academy will prepare and implement training plans for judge and prosecutor assistants, as well as for judges and prosecutors. Upon request, it will also prepare training programs for notaries and lawyers, as well as for other individuals deemed eligible to benefit from education and training services.

The Justice Academy of Turkey will organize expertise and certificate programs, as well as courses, seminars, symposiums, conferences, and similar events on topics concerning the fields of law and justice, and will establish a database and library.

The duties of the Academy Presidency are being defined. The Presidency will prepare the training curriculum, annual training and strategic plan drafts, and the annual activity report. The Presidency, which will make recommendations to the Training Board for the determination of standards regarding the effective, efficient, and uniform execution of education and training activities and will prepare training materials, will also carry out the appointment, transfer, assignment, and personnel procedures for those working at the Academy.

The President of the Academy will manage and represent the Academy, ensure the regular and efficient operation of the Academy, and take the necessary measures in this regard. Department heads will be appointed by the Minister of Justice from among first-class judges and prosecutors who have not lost the qualifications required for first-class status, and they will perform their duties according to the division of labor determined by the President of the Academy.

There will be a Training Board consisting of 18 members. The Training Board will convene with an absolute majority of the total number of members and will make decisions with an absolute majority of the total number of members. The Training Board will approve the training curriculum and annual training plan drafts.

The Training Board, which will determine the standards regarding the effective, efficient, and uniform execution of education and training activities, will adopt the Academy's strategic plan and monitor its implementation, and will provide opinions and recommendations regarding the Academy's legislation.

The Academy will be able to organize expertise and certificate programs for judges and prosecutors, as well as certificate programs for lawyers, notaries, and those working in the fields of law and justice.
