Ahead of this development, a notable move came from AKP's Binali Yıldırım, who made statements.

Attending the conference titled 'Turkey's Civil Constitution Journey Project' prepared by the Association of Legal Research, Binali Yıldırım pointed out that a new constitution is a priority for Turkey. Speaking at the program where the processes of drafting a civil constitution were discussed, Yıldırım announced that the currently effective 1982 Constitution has been amended 23 times and that 135 of its 177 articles have been changed.

"While fighting against terrorism, those who support terrorist organizations say that the issue of mother tongue should be resolved. Everyone who is bound to this country by the bond of citizenship is Turkish," said Yıldırım, and continued his words as follows:

'They say there is no right to life for anyone other than Turks.' There is no such thing; this is a definition of a nation. This nation has components. For a thousand years, there have been Kurds, Turks, Syriacs, Abazians, and Circassians in these lands. The definition of citizenship can be reviewed in the new constitution. An update can be made that prioritizes citizenship regardless of who one's ethnic identity is, rather than defining or highlighting an ethnic identity. This could save some ethnic groups from the feeling of being neglected. There is no obstacle to this, there is no need for chauvinism; what binds us is our flag, our land, and our nation. It is our nation with its Kurds, Turks, and other ethnic groups. An update based on this can be made.

Instead of controlling everything from Ankara, there should be a devolution of authority. Municipalities need to be strengthened both in terms of resources and authority. They are local assemblies just as there is a Grand National Assembly. Let the ministries in Ankara not decide on the affairs of Menemen, what it will or will not do; let it decide for itself. Let it generate its own resources, of course, while receiving its share from the state. This can also be considered as a matter to be thought about in the new constitution.'
