Memur-Sen President Ali Yalçın announced that they could not reach an agreement in the salary negotiations held with the government.

In a post on his X account, Yalçın stated the following:

"WE COULD NOT REACH AN AGREEMENT!

The wage balance in the public sector has been turned upside down.

However, no proposal to restore that balance has been made. 

Everyone sees the problem. 

The proposals received do not solve the problem.

We could not become the owners of a problem we did not cause by signing the Collective Agreement.

Authority in the Service Branch Agreements also lies with the so-called unions.

The time at the table has expired, but the time to solve this problem has not.

The problem must not continue!

I will make a detailed statement..."

THE GOVERNMENT'S PROPOSAL

The government proposed salary increase rates of 11% for the first six months and 7% for the second six months of 2026; and 4% for both six-month periods of 2027. Additionally, the proposal for a 1,000 TL base salary increase, which was announced on August 15, 2025, was brought back to the agenda.

HOW WILL THE PROCESS PROCEED FROM HERE?

The parties will apply to the Public Officials Arbitration Board to discuss the salary increase rates. Following the application, the Board will convene regarding the "proportional raise."

The Public Officials Arbitration Board, consisting of 11 members, will make its decisions by majority vote. According to the legislation, the board will finalize the salary increase rates for civil servants and retirees for the years 2026 and 2027 by August 31.
