Candidates determined in tense HSK election

The Joint Committee has determined three times the number of candidates for the 5 members to be elected to the Council of Judges and Prosecutors (HSK) by the General Assembly. The CHP and the New Way Group had withdrawn from the election due to alleged violations of the constitution and internal regulations.

As no result was reached in the first round of the elections, the process moved to the second round. In the second round, the CHP initiated a procedural debate. 

CHP committee members withdrew from the election, stating that there were violations of the internal regulations and the constitution. Along with the CHP, the New Way Group also left the election. It was learned that the CHP will take the matter to the Constitutional Court.

Subsequently, 15 members were determined in the Joint Committee with a three-fifths majority. 5 of these 15 names will be selected as new HSK members in the Parliamentary General Assembly. Of these names, 3 will be selected from the Court of Cassation quota, 1 from the Council of State quota, and 1 from the lawyer or academic quota.

Court of Cassation quota candidates;

1st Membership: Fuzuli Aydoğdu, Ömer Faruk Aydıner, Mustafa Yapıcı

2nd Membership: İbrahim Temir, Hakan Türkön, Hakan Yüksel

3rd Membership: Seyfi Han, Şerafettin Saka, Ergün Şahin

Council of State quota candidates: Kemal Açıkgöz, Aysel Demirel, Cengiz Aydemir

Higher education and lawyer quota candidates: Hasan Oğuz Altınkaynak, Figen Şaştım, Alişan Tiryaki

HOW WILL THE PROCESS WORK?

The Grand National Assembly of Turkey will elect 5 HSK members in the coming weeks.

An election will be held by secret ballot for each member separately from among the 15 candidates determined by the Joint Committee. A two-thirds majority of the total number of members will be required in the first round of voting; if the election cannot be concluded in this round, a three-fifths majority of the total number of members will be required in the second round. If a member cannot be elected in the second round either, the member will be selected by drawing lots between the two candidates who received the most votes. The HSK members to be elected will serve for 4 years.
