According to the report, prepared after 60 days of investigation, the Bolu Provincial Special Administration was determined to be primarily responsible due to its "failure to carry out inspections in a timely and proper manner."

According to the expert report;
The hotel owners and board members knowingly failed to address the deficiencies they were aware of and caused multiple instances of negligence.
The Ministry of Interior determined that the Bolu Provincial Special Administration did not fulfill its duties as required.
The Bolu Municipality Fire Department conducted inspections in a careless and inadequate manner and failed to properly process the deficiencies it identified.
The Ministry of Culture and Tourism remained insufficient in fulfilling its responsibilities.
The Ministry of Labor and Social Security did not conduct inspections in a timely and proper manner.
