79 of our citizens lost their lives as a result of the fire disaster in Kartalkaya. The expert report regarding the chain of negligence has been released after 60 days. According to the report, the Bolu Provincial Special Administration was held primarily responsible.

According to the expert report;

The hotel owners and board members knowingly failed to address the deficiencies they were aware of and caused multiple instances of negligence.

The Ministry of Interior determined that the Bolu Provincial Special Administration did not fulfill its duties as required.

The Bolu Municipality Fire Department conducted inspections in a careless and inadequate manner and failed to properly process the deficiencies it identified.

The Ministry of Culture and Tourism remained insufficient in fulfilling its responsibilities.

The Ministry of Labor and Social Security did not conduct inspections in a timely and proper manner.
