CHP Organization Representatives Assembly 'Final Declaration' published: It has been a program party since the era of Atatürk

The declaration recalled that, in accordance with the decision taken at the 20th Extraordinary Statute Congress held on September 6-9, 2024, work on the party program revision had begun, and noted that the final stage of program drafting has been reached following efforts at the district, provincial, and headquarters levels.

The declaration stated that the Organization Representatives Assembly meeting addressed preparations and the expert opinions and political evaluations of party members that emerged within the framework of these efforts, and that these were recorded to be incorporated into the textual work.

Referring to the final declaration accepted at the Statute Congress, the statement pointed out that the party's ideology is nourished by Atatürk's modernization revolution and the principles of the Six Arrows, the universal rules of social democracy, and the historical and philosophical accumulation of Anatolia and Thrace.

Emphasizing that all vision and policy proposals being worked on are built upon these fundamental foundations, the declaration stated that new approaches and policy proposals are being developed under various headings.

FOUR MAIN HEADINGS DETERMINED

The declaration underlined that the contents of approach documents under four main headings were evaluated within the framework of renewing the CHP program according to the requirements of the era, and included the following statements:

"The CHP has been a program party since the era of our great founder, Mustafa Kemal Atatürk. For CHP members, political struggle is not an individual career goal, a path to personal enrichment, or a quest for power, but rather the realization of the country's social, political, and economic transformation through the implementation of the party program. The CHP is the party of change; it is a party that has achieved great changes. As a program party, our party has brought the most necessary and valid ideas for our country to the agenda in party documents and implemented them during its periods in power. Our new program will also be in a content that will realize a great democracy and development breakthrough in our country, in accordance with this characteristic we have carried from our history.

Before presenting the final text of our party program to our congress, the first of our approach documents, which serves as the final draft, sets out the CHP's fundamental vision and policy framework on state, governance, and democracy. Parliamentary democracy will be taken as the basis for the political regime design. Universal standards will be taken as the basis in the field of rights and freedoms. This decision will ensure the institutionalization of the standards of democracy and the rule of law that our people deserve. In order for democracy to function more strongly, the principle of public services being performed by the local units closest to the people is taken as a basis while local governments are strengthened. The fight against corruption and transparency, equal representation in political and social life, the construction of inclusive political institutions, inclusive development and social state policies to eliminate inequalities, and the adoption of competence and merit principles in state administration are presented as our party's fundamental policy preferences in the field of state, governance, and democracy. The second of our approach documents is in the field of development and economy.

According to the CHP, economic and development policies cannot be handled with a perspective limited only to growth and ensuring macroeconomic stability. The Republican People's Party's approach views economic development as a transformation process that strengthens social welfare and justice, with the human being at the center, alongside production and income growth. It is based on the view that such development is a holistic human development where individuals can access opportunities equally, realize their potential, and lead a dignified life. While aiming for a rapid increase in income and savings through increased productivity and the development of high-tech industries, it also aims to realize a policy framework for science, technology, and innovation that will form the basis of production that catches up with and transforms the era, as well as targets for secure and decent employment transformation, climate resilience, and green transition. The development understanding based on the CHP's social democratic principles offers a program based on social justice against the distribution crisis being experienced in our country and in the management of the great transformations to be experienced in production. This program is based on a holistic, inclusive development understanding that eliminates the cost of living, and the coordination of financial stability policies with a public-oriented approach in fundamental rights areas. A transformative approach has been put forward regarding strategic sectors such as the defense industry, agriculture, energy, health, transportation, and industries in terms of national security and the establishment of sovereignty and prosperity."

"The third of our approach documents is in the field of the social state," the declaration stated, adding, "Our social state approach focuses on the goal of restructuring the social structure based on the principles of justice and equality. While the principle of all citizens having an income guarantee through a basic citizen income is brought to the agenda, an income and social security policy that will eliminate the poverty of workers and retirees is addressed in this document. Our vision for education policies, as a fundamental area of implementation for social policy, aims to provide our citizens with the skills required by the information society. Free, scientific, qualified, and secular education, which is one of the greatest achievements of the Republic, will be implemented by observing universal standards, and every family will be able to send their child to the nearest public school with great confidence. Higher education will be restructured within the framework of the principles of academic merit, academic freedom, and academic integrity, and universities will fulfill their functions of education, scientific research, technology development, and service to society at the standards our country deserves. Our citizens will be equipped with competencies that can compete in the world and integrate with the world.

As a fundamental component of our social policy vision, gender equality will be ensured in every field with a holistic understanding. As a requirement of our social policy and welfare state understanding, our social democratic vision will be implemented in the fields of health and housing.

The fourth of our approach documents is in the fields of foreign policy, security, and resilience. The CHP's foreign policy approach is focused on democracy, prosperity, and security. Steps that will quickly carry Turkey to full European Union membership will be implemented without delay. The CHP's foreign policy understanding will be based on institutional state functioning and will be based on multidimensionality. Turkey, which is strongly represented in Western institutions, will implement a foreign policy that is not limited only to the West, but is effective, respected, and balanced all over the world, as required by the multidimensional foreign policy perspective," it was stated.
