Communiqué on the 2026 education support amounts for individuals with special education needs published in the Official Gazette
The amounts to be covered by the budget for support education that individuals with disabilities will receive at special education and rehabilitation centers have been redetermined. The Communiqué prepared by the Ministry of Treasury and Finance has been published in the Official Gazette.
A new regulation regarding the support education expenses for individuals with disabilities to benefit from special education and rehabilitation services has been published in the Official Gazette.
Prepared based on Decree Law No. 652, the communiqué determines the portion of the education expenses of individuals with disabilities that will be covered by the budget.
According to the regulation, the education expenses of Turkish citizens who are determined to have a disability rate of at least 20 percent according to a health board report for individuals with disabilities, or who have a 'Special Needs Report for Children' for children under 18, and who are deemed eligible to receive support education by special education evaluation boards, will be covered by the Ministry of National Education budget.
7 thousand 748 liras per month for individual education, and 2 thousand 168 liras per month for group education
In this context, the amount to be covered by the budget for support education provided in special education schools and special education and rehabilitation centers operating under the Law on Private Education Institutions No. 5580 has been set at 7 thousand 748 liras per month for individual education and 2 thousand 168 liras per month for group education, excluding value-added tax. The portion exceeding the determined amounts will be covered by the relevant parties.
The communiqué stipulates that in the event of causing excess payments by making false declarations, such amounts will be collected from the relevant parties jointly and severally, along with their legal interest, at twice the amount. It was stated that if these acts are repeated by special education schools and special education and rehabilitation centers, their institutional opening permits will be revoked.
The said communiqué entered into force on the date of its publication, effective from January 1. It was noted that the provisions of the communiqué will be executed by the Minister of Treasury and Finance.
