Concordat measure had been lifted: New decision regarding Aziz İhsan Aktaş's company

A new development has occurred regarding Bilginay Temizlik, a company owned by Aziz İhsan Aktaş, who is being tried without arrest despite facing hundreds of years in prison on allegations of being the leader of a criminal organization.

The company, which was transferred to the Savings Deposit Insurance Fund (TMSF), has been banned from tenders by the Ministry of Environment, Urbanization and Climate Change.

CONCORDAT PROCESS ENDED EARLY

The Ankara 3rd Commercial Court of First Instance terminated the concordat case against Bilginay Temizlik on January 29, 2026, five months earlier than planned, following the withdrawal of the plaintiff. With the court's decision, all precautionary measures on the company were also lifted.

Legally, this decision allowed the company to participate in public tenders once again.

NEW BAN DECISION FROM THE MINISTRY

However, only a short time passed after the aforementioned decision. On February 3, 2026, the Ministry of Environment, Urbanization and Climate Change intervened, citing a 2024 tender by the Esenyurt Municipality, and issued a decision banning the company from public tenders for a period of 1 year.

Closed to tenders until 2027

With this sanction, which is based on the Public Procurement Contracts Law No. 4735, it has become legally impossible for Bilginay Temizlik, which continues its operations under the trusteeship of the TMSF, to participate in any public tender until February 3, 2027.
