Demonstration marches and outdoor meetings banned in many provinces

The governorates of many provinces have announced that events such as demonstration marches and outdoor meetings have been temporarily banned.

IĞDIR

The Iğdır Governorate announced that demonstration marches and outdoor meetings have been banned for 7 days.

In the statement made by the Governorate, it was stated that demonstration marches and outdoor meetings are banned for 7 days within the provincial and district administrative boundaries from 00:01 on 04.06.2024 to 23:59 on 10.06.2024.

The statement noted that events deemed appropriate by the governorate and district governorate offices, programs organized by public institutions and organizations, national holidays, official commemoration days, sports activities, official ceremonies and celebrations, programs held by these institutions according to their traditions and customs, congresses held by unions and political parties according to their charters, and commercial activities of private legal entities with a commercial identity were excluded from the bans.

The following statements were included in the Governorate's announcement:

"All kinds of open-air meetings and demonstration marches that are likely to be held, mass welcoming and farewell ceremonies, press statements, sit-ins, rallies, tent pitching, signature campaigns, stand openings, mass funeral ceremonies and cemetery visits, commemoration ceremonies, festivals, concerts, entertainment, theatrical performances, demonstrations, etc., all actions and activities of this type, all kinds of audio and visual activities that can be carried out with sound broadcasting vehicles, sky lanterns, balloon releases, drone, paramotor, etc., all kinds of aerial activities, as well as the distribution of flyers, stickers, brochures, etc., hanging of posters and banners, etc., and the entry and exit of individuals coming from outside our province in groups to participate in actions and activities to be held throughout our province, as well as mass entry and exit between the city center and districts, including the Iğdır city center and districts, throughout all provincial borders, including all police and gendarmerie responsibility zones, are banned for 7 days from 00:01 on 04.06.2024 to 23:59 on 10.06.2024, in accordance with Articles 17 and 19 of the Law on Meetings and Demonstration Marches No. 2911 and Articles 11/A, B, and C of the Provincial Administration Law No. 5442 (including the Gendarmerie zone)."

TUNCELİ

The Tunceli Governorate announced that meetings and demonstration marches have been banned across the city for 7 days.

The following statements were included in the statement made by the Governorate:

"Within the framework of the provisions of the aforementioned law, except for events deemed appropriate by the Governorate and District Governorate offices, all actions and activities such as press statements, meetings and demonstration marches, rallies, open-air meetings, protest actions, sit-ins, commemorations, hunger strikes, opening stands, signature campaigns, concerts, festivals, distribution of flyers and leaflets, brochures, hanging posters, lighting and carrying torches, cinevision screenings, etc., in public areas such as squares, streets, avenues, roads, and parks within the borders of Tunceli are banned for 7 days until 23:59 on June 10."

MUŞ

The Muş Governorate announced that meetings, press statements, and demonstration marches have been banned for 7 days.

In the statement made by the Governorate, it was stated that the aim is to prevent actions and attacks that are considered to directly and clearly create the conditions for limitation and prohibition stipulated in the Constitution and laws.

The statement, which noted that the aim is to ensure the life and property safety of citizens, neutralize the plans of terrorist organizations, prevent the commission of crimes, ensure the continuation of fundamental rights and freedoms, and prevent violent incidents, stated the following:

"Within the scope of the provisions of Articles 17, 19, and 22 of the Law on Meetings and Demonstration Marches No. 2911 and Article 11 of the Provincial Administration Law No. 5442, except for events deemed appropriate by the Governorate office and programs organized by public institutions and organizations, national holidays, official commemoration days, official ceremonies and celebrations, programs held by these institutions according to their traditions and customs, sports activities, and events and meetings held for scientific, commercial, and economic purposes, all meetings and demonstration marches, press statements, open or closed area meetings, and protest actions, rallies, tent pitching, sit-ins, opening stands, hunger strikes, hanging posters, banners, and placards, distributing leaflets, opening signature desks, lighting and carrying torches, conferences, and all similar activities within the administrative borders of our province are banned for 7 days from 00:01 on June 4 to 23:59 on June 10."

AĞRI

The Ağrı Governorate announced that demonstration marches and outdoor meetings have been banned for 7 days.

In the statement made by the Governorate, it was stated that in order to ensure general public order and prevent the spread of violent incidents, demonstration marches, outdoor meetings, and indoor meetings to be organized according to the provisions of the Law on Meetings and Demonstration Marches No. 2911 are banned throughout Ağrı for 7 days, starting from 00:01 on June 4 until 23:59 on June 10, based on the relevant provisions of Law No. 2911.

The following was recorded in the statement:

"Except for those deemed appropriate by the Governorate and District Governorate offices, and religious and national holidays, activities such as press statements, sit-ins, and surveys, setting up/opening tents and stands, organizing signature campaigns, distributing leaflets, brochures, and flyers, and all kinds of protest actions are banned between the specified dates in accordance with the provisions of paragraphs (a) and (c) of Article 11 of the Provincial Administration Law No. 5442."

The statement also conveyed that it was decided not to allow entry to the province and districts, and individual or mass exits from these places, in order to prevent participation in illegal actions and activities using the Ağrı route on the specified dates.

ŞIRNAK

The Şırnak Governorate announced that demonstration marches and outdoor meetings have been banned for 7 days.

In the statement made by the Governorate, it was reported that programs other than events deemed appropriate by the Governorate and district governorate offices, programs organized by public institutions and organizations, national holidays, and sports competitions are banned between June 4-10.

The following was recorded in the statement:

"In line with the specified purposes, all kinds of open-air meetings and demonstration marches that are likely to be held, mass welcoming and farewell ceremonies, press statements, sit-ins, rallies, tent pitching, signature campaigns, stand openings, mass funeral ceremonies, commemoration ceremonies, festivals, concerts, entertainment, theatrical performances, demonstrations, all kinds of audio and visual activities that can be carried out with sound broadcasting vehicles, all kinds of aerial activities such as sky lanterns, balloon releases, drones, paramotors, and, except for the commercial activities of private legal entities with a commercial identity, activities such as distributing flyers and brochures, hanging posters and banners are banned throughout the province for 7 days."

BATMAN

It was reported that actions and activities such as sit-ins, press statements, and marches have been banned in Batman for 7 days.

In the statement made by the Governorate, it was stated that some measures have been taken to prevent provocative actions that damage national unity and solidarity, to establish national security, public order and safety, to protect the fundamental qualities of the Republic and the indivisible integrity of the state with its country and nation, and to prevent possible illegal actions and avoid unfortunate incidents.

The following was recorded in the statement:

"Regarding the removal of the Hakkari Mayor from office and the appointment of Hakkari Governor Ali Çelik as a proxy, or similar actions and activities that may be carried out using this issue as an excuse, all kinds of actions such as gatherings, marches, vigils, press statements, hunger strikes, sit-ins, rallies, opening stands, tent pitching, distributing leaflets and brochures, hanging posters and banners in open areas related to the aforementioned events, the entry of individuals and vehicles understood to have come to participate in actions on this subject or to pass through our province to other provinces from other provinces to our provincial borders, and for our outer districts, the exit and/or entry to our city center to participate in possible actions/activities, have been decided to be banned for 7 days from 17:00 on June 3 to 23:59 on June 9, within our provincial and district administrative boundaries, in accordance with Articles 17 and 19 of the Law on Meetings and Demonstration Marches No. 2911 and Articles 11/A, B, and C of the Provincial Administration Law No. 5442."

It was reported that actions and activities such as sit-ins, press statements, and marches have been banned in Siirt for 7 days.

In the statement made by the Governorate, it was stated that some measures have been taken to prevent provocative actions that damage national unity and solidarity, to establish national security, public order and safety, to protect the fundamental qualities of the Republic and the indivisible integrity of the state with its country and nation, and to prevent possible illegal actions and avoid unfortunate incidents.

"Except for events deemed appropriate by the Governorate and District Governorate offices, programs organized by public institutions and organizations, national holidays, official commemoration days, official ceremonies and celebrations, and sports activities, all kinds of gatherings, marches, press statements, indoor meetings, hunger strikes, sit-ins, rallies, opening stands, tent pitching, distributing leaflets/brochures, hanging posters/banners, and similar actions and activities that can be carried out in open and closed areas are banned for 7 days from 00:01 on June 3 to 23:59 on June 9, in accordance with Articles 17 and 19 of the Law on Meetings and Demonstration Marches No. 2911 and the relevant articles of the Provincial Administration Law No. 5442."

MARDİN

It was reported that actions and activities such as sit-ins, press statements, and marches have been banned in Mardin for 7 days.

In the statement made by the Governorate, it was stated that some measures have been taken to prevent provocative actions that damage national unity and solidarity, to establish national security, public order and safety, to protect the fundamental qualities of the Republic, the indivisible integrity of the state with its country and nation, and to prevent possible illegal actions and avoid unfortunate incidents.

The following was recorded in the statement:

"All kinds of actions such as gatherings, marches, press statements, hunger strikes, sit-ins and vigils, rallies, opening stands, tent pitching, distributing leaflets and brochures, hanging posters and banners intended to be held in open areas, and the entry of individuals and vehicles understood to have come to participate in this action from other provinces to our provincial borders, are banned for 7 days from 08:00 on June 4 to 23:59 on June 10 within the borders of Mardin province, except for events deemed appropriate by the Governorate and district governorate offices, in accordance with the provisions of Articles 17 and 19 of the Law on Meetings and Demonstration Marches No. 2911 and Article 11 of the Provincial Administration Law No. 5442."

BİTLİS

The Bitlis Governorate announced that demonstration marches, outdoor meetings, and all kinds of protest actions have been banned for 10 days.

In the statement made by the Governorate, it was stated that within the scope of the investigation carried out by the Hakkari Chief Public Prosecutor's Office, posts were detected on social media regarding the detention of Hakkari Mayor Mehmet Sıddık Akış, stating that "the public will be invited to vigil actions to be held in front of all municipalities, and protest actions will be held across the country."

In this context, the statement, which included the assessment that protest actions on the subject would also be held in Bitlis, recorded the following:

"Within the borders of Bitlis, from 17:00 today until 23:59 on June 12, for a period of 10 days, demonstration marches, outdoor meetings, and indoor meetings to be organized, except for those deemed appropriate by the Governorate and District Governorate offices, are banned based on the provisions of the Law on Meetings and Demonstration Marches No. 2911; and activities such as press statements, sit-ins, and surveys, setting up/opening tents and stands, organizing signature campaigns, distributing leaflets, brochures, and flyers, and all kinds of protest actions are also banned in accordance with the relevant articles of the Provincial Administration Law No. 5442."

The statement also conveyed that it was decided not to allow entry to the province and districts, and individual or mass exits from these places, in order to prevent participation in illegal actions and activities related to the issues mentioned in organizational calls using the Bitlis route on the specified dates.

VAN

The Van Governorate announced that demonstration marches and outdoor meetings have been banned for 5 days.

In the statement made by the Governorate, it was stated that the aim is to prevent actions and attacks that are considered to directly and clearly create the conditions for limitation and prohibition stipulated in the Constitution and laws.

The statement, which noted that the aim is to ensure the life and property safety of citizens, neutralize the plans of terrorist organizations, prevent the commission of crimes, ensure the continuation of fundamental rights and freedoms, and prevent violent incidents, recorded the following:

"Within the geographical borders of Van province, between June 3-7, for a period of 5 days, demonstration marches, outdoor meetings, and indoor meetings to be organized according to the provisions of the Law on Meetings and Demonstration Marches No. 2911, press statements, sit-ins, and surveys, setting up/opening tents and stands, organizing signature campaigns, distributing leaflets, brochures, and flyers, and all kinds of protest actions are banned in line with the Law on Meetings and Demonstration Marches No. 2911 and the relevant articles of the Provincial Administration Law No. 5442."

DİYARBAKIR

The Diyarbakır Governorate announced that all kinds of actions and activities to be held in open areas have been banned until June 7.

In the statement made by the Governorate, it was stated that after the Hakkari Mayor Mehmet Sıddık Akış was removed from office by the Ministry of Interior and Hakkari Governor Ali Çelik was appointed as the Deputy Mayor of Hakkari, it was assessed that terrorist organization sympathizers, marginal and radical groups might attempt to carry out illegal actions and activities across the province under the guise of protesting, and that public order and safety could be endangered and social conflict could be provoked due to these actions and activities.

The following was recorded in the statement:

"When it is assessed that the aforementioned actions and activities could also be held in our province, since public order and safety could be disrupted, and ensuring the safety of life and property, personal immunity, security regarding disposal, and public welfare would become difficult, all kinds of actions such as gatherings, marches, vigils, press statements, hunger strikes, sit-ins, rallies, opening stands, tent pitching, distributing leaflets and brochures, hanging posters and banners related to the removal of the Hakkari Mayor from office or similar actions and activities that may be carried out using this issue as an excuse in open areas, and the entry of individuals and vehicles understood to have come to participate in this action or to pass through our province to other provinces from other provinces to our provincial borders, and for our outer districts, the exit and/or entry to our city center to participate in this action, are banned within our provincial and district administrative boundaries (including the gendarmerie zone) from 14:15 today until 14:14 on June 7, in accordance with Articles 17 and 19 of the Law on Meetings and Demonstration Marches No. 2911 and the relevant articles of the Provincial Administration Law No. 5442."

HAKKARİ

The Hakkari Governorate announced that demonstration marches and outdoor meetings have been banned for 10 days.

In the statement made by the Governorate, it was stated that the aim is to prevent actions and attacks that are considered to directly and clearly create the conditions for limitation and prohibition stipulated in the Constitution and laws.

The statement, which noted that the aim is to ensure the life and property safety of citizens, neutralize the plans of terrorist organizations, protect the rights and freedoms of others, and prevent the spread of violent incidents, recorded the following:

"Within the geographical borders of Hakkari province, from 08:00 on June 3, including June 12, until 23:59, for a period of 10 days, demonstration marches, outdoor meetings, and indoor meetings to be organized according to the provisions of the Law on Meetings and Demonstration Marches No. 2911, press statements, sit-ins, and surveys, setting up/opening tents and stands, organizing signature campaigns, distributing leaflets, brochures, and flyers, and all kinds of protest actions are banned in line with the Law on Meetings and Demonstration Marches No. 2911 and the relevant articles of the Provincial Administration Law No. 5442."
