Due to the adverse weather conditions affecting Istanbul, the Governor's Office has announced new measures. Face-to-face education activities in all public and private educational institutions across the province have been suspended for one day on Thursday, October 15, 2026.
Istanbul Governor Davut Gül also issued a statement on his social media account, calling on citizens not to go out unless necessary. Gül specifically requested that those living in basement apartments spend the night in safer, higher-level locations.
We strongly urge our citizens not to leave their homes tomorrow unless necessary. We strongly remind our citizens living in basement apartments to spend the night in safer, higher-level locations; and to stay away from stream beds, underpasses, and areas at risk of flooding. Our fellow citizens who do not have a safe place to stay can call the 112 Emergency Call Center. Get well soon.

MEASURES TAKEN BY THE GOVERNOR'S OFFICE
In the statement by the Istanbul Governor's Office, it was noted that the heavy rainfall is affecting many areas of urban life, especially transportation, and it was reported that a series of decisions have been taken to ensure citizens are least affected by the negative conditions.
According to the statement, personnel working in public institutions and organizations who are disabled, pregnant, veterans, disabled veterans, and women with children under the age of 8 will be considered on administrative leave. However, female personnel with children under the age of 8 working in health, security, and flood response units are excluded from this scope. Working mothers with disabled children under the age of 8 will be on administrative leave regardless of their professional group.
The Governor's Office also announced that the use of motorcycles and all similar two-wheeled vehicles in traffic is prohibited starting from 21:00 on Wednesday, October 14, 2026, until further notice.

The Governor's Office requested that citizens stay away from stream beds, underpasses, and areas at risk of flooding; and that those without a safe place to stay apply to the 112 Emergency Call Center.
