Erdoğan signs off: Changes to TÜİK and SPK heads published in Official Gazette

According to the appointment decisions published in the Official Gazette, Second Chairman Mahmut Sütçü has been appointed as the Chairman of the Capital Markets Board, Ahmet Aksu as the Second Chairman, and Yusuf Sümbül as a member.

İbrahim Ömer Gönül has been appointed as the President of the Public Oversight, Accounting and Auditing Standards Authority, and Abdi Serdar Üstün Salih has been appointed as a member.

While Revenue Administration Vice President Mehmet Arabacı has been appointed as the President of the Turkish Statistical Institute, Yusuf Emre Akgündüz has been appointed as the Vice President of the Central Bank of the Republic of Turkey.

Mehmet Avcı, General Manager of Procurement Services at the Ministry of National Defense, has been removed from his post and replaced by Diyarbakır Çınar District Governor Zikrullah Erdoğan.

Who is Mehmet Arabacı?

Born in Bordeaux, France, in 1977, Mehmet Arabacı graduated from the Department of Finance at Ankara University's Faculty of Political Sciences in 2000.

He served as an assistant account specialist between 2001-2004, as an account specialist between 2004-2010, and as a chief account specialist in 2011.

In 2011, he completed his master's degree in Economics at the University of Illinois in the United States.

After serving as the Head of the Human Resources Group at the Revenue Administration between 2007-2009, he conducted research, examinations, and internships on "transfer pricing in commercial banks" in the United States in 2009.

Between 2011-2012, he served as a Chief Tax Inspector and as the Head of the Ankara Hidden Capital, Transfer Pricing, and Foreign Earnings Group at the Tax Inspection Board.

Arabacı most recently served as the Head of the Revenue Management Department at the Ministry of Treasury and Finance's Revenue Administration (GİB).

Who is Mahmut Sütçü?

Mahmut Sütçü was born in Bafra, Samsun, in 1968. Completing his primary and secondary education in Bafra and Amasya, Sütçü won admission to Ankara University's Faculty of Political Sciences in 1986 and graduated from the Department of Finance in 1990.

Mahmut Sütçü passed the entrance exam held in 1991 to become an assistant account specialist and later succeeded in the proficiency exam to be appointed as an account specialist in 1994. Sütçü became a chief account specialist in 2003.

Sütçü spent one year in England between 2002-2003, assigned by the Ministry of Finance. Between 2004-2005, he served as the permanent Head of the Istanbul Foreign Trade Tax Office, and concurrently served as the acting head of the Marmara Corporate Tax Office and the Bosphorus Corporate Tax Office.

Mahmut Sütçü acted as the Antalya Regional Director of Revenues in 2005 and was appointed as the Antalya Tax Office President on September 16, 2005, following the restructuring of the Revenue Administration.

Having also served as the Ankara Tax Office President for a period, Mahmut Sütçü later served as a Vice President at the Revenue Administration.

In addition to his administrative duties, Mahmut Sütçü taught Tax Law to students in the Department of Finance at Akdeniz University's Faculty of Economics and Administrative Sciences during the 2006, 2007, 2008, and 2009 academic years.
