Erdoğan's chief advisor announces the 7 steps that 'must' be taken for the reconciliation process! 'It is no longer possible to turn back'
Mehmet Uçum, Chief Advisor to AKP Chairman and President Recep Tayyip Erdoğan, made an assessment regarding the new reconciliation process called "Terror-Free Turkey."
As the commission established in the Grand National Assembly of Turkey (TBMM) continues its work within the scope of the new reconciliation process, which was architected by MHP leader Devlet Bahçeli and named "Terror-Free Turkey" by the government, views and suggestions continue to arrive from the Palace regarding the process.
Chief Presidential Advisor Mehmet Uçum, in his "Sunday column" series, detailed the steps expected to be taken in Parliament while also sharing his methods and concerns regarding the process.
SEVEN-STAGE PLAN
Uçum listed the legal steps to be followed in the TBMM regarding the transition process as follows:
* First, a report setting out the legal policy will be prepared in the Commission.
* This report will be submitted to the Office of the Speaker of the TBMM.
* Based on the report, a draft law for the transition process will be prepared.
* The proposal will be forwarded to the Speaker of the Parliament.
* Then, the legislative process will begin.
* Following the approval of the TBMM, the proposal will become law.
* If deemed appropriate by the President, it will be published in the Official Gazette and enter into force.
“CONCERNS ARE JUSTIFIED”
Addressing the methods and concerns regarding the transition process, Uçum stated the following:
"Of course, the TBMM will decide on the legislative method regarding the law of the transition process. However, in terms of the law of the transition process, the approach of enacting a single, temporary, and special law, which we have proposed from the beginning, is, in our opinion, the most effective method against many legal complications. Ultimately, the discretion lies with the TBMM. In the meantime, completely different concerns and doubts are being expressed by various circles regarding the law of the transition process."
Uçum emphasized that concerns, especially regarding the protection of national integrity, are justified:
"Some segments expect high care to be taken to ensure that national integrity is not harmed. This expectation is completely justified. There can be no regulations in the transition process law that are contrary to the constitution. No principle that is the basis of the national state can be made a subject of debate. The processes will proceed openly and transparently, entirely with the will of the TBMM. Therefore, no situation that would require concern will arise."
“ELEMENTS THAT WILL HARM INTEGRATION WILL NOT BE INCLUDED”
Uçum also stated that the transition process law to be created will be based on state and social integration. In this context, he expressed his belief that no regulation that would harm integration could be included in the process, and that the TBMM would develop the fairest criteria and take into account the sensitivities of all segments of the nation.
REMINDER OF THE 2014 LAW
Mehmet Uçum also recalled "Law No. 6551 on the Termination of Terrorism and the Strengthening of Social Integration," which entered into force in 2014 and is still in effect. However, stating that this law cannot be directly applied to the current transition process, he emphasized that "it is no longer possible to turn back from this process."
Uçum concluded his article as follows:
"Let us state that; the conditions that will ensure the transition to a Terror-Free Turkey have been formed in many dimensions. It is no longer possible for Turkey to turn back from the stage reached. As a result, we are in a historical period where we should be very hopeful, not worried. Our common hope is the mortar of our common future."
