Expert report draws attention in MHK investigation: Handwriting on exam paper does not match

In the expert report prepared as part of the investigation conducted by the Istanbul Chief Public Prosecutor's Office into Central Referee Committee (MHK) President Ferhat Gündoğdu and refereeing executives, the "Long-Term Excuse Return Written Exam" document was examined.

In the report submitted on June 3, 2026, Ferhat Gündoğdu, Hikmet Öksüzoğlu, and others were listed among the complainants, while Ali Tuna was listed as a suspect. It was stated that the document subject to examination was a two-page written exam paper with no date on it. The candidate's name was recorded as "Ali Tuna" on the exam paper.

The expert examination stated that the documents in the file were evaluated in a laboratory environment. According to the report, the documents were examined using a magnifying glass, UV light source, white light, light rays provided from different angles, a stereo microscope, a high-resolution scanner, and computer programs.

The report stated that the handwriting on the exam paper was compared with the writing samples taken from Ali Tuna in person, based on graphological, graphometric, and calligraphic principles. Criteria such as formation style, degree of fluency, layout, slant, direction, habits, flow, speed, and pressure degree were taken into account in the comparison.

As a result of the examination, the expert concluded that no graphological link was detected between the handwriting on the exam paper and the writing samples taken from Ali Tuna in person.

It was noted that the questions in the exam in question were prepared from the 2025-2026 Laws of the Game book, and each question was worth 10 points. The topics among the questions included the concussion substitution protocol, VAR applications, handball offenses, substitution procedures, corner kicks, dropped balls, and situations where the ball is out of play.
