Fatma Betül Sayan Kaya had resigned: Şamil Tayyar calls for an extraordinary congress for the AKP following the fund crisis

Former AKP deputy Şamil Tayyar has called for comprehensive changes within the ruling party's management levels following the resignation of former minister Fatma Betül Sayan Kaya from her posts amid allegations regarding stock market transactions.

Tayyar argued that the AKP should hold an extraordinary grand congress, reshape its Central Decision and Executive Board (MKYK) and Central Executive Board (MYK), make changes to the cabinet, and undergo a general transformation in the bureaucracy.

In a post on his social media account, Tayyar stated that there is a "strange disarray" within the ruling party and called for a comprehensive "refreshment, renewal, and cleansing cure" to be implemented.

EXTRAORDINARY CONGRESS CALL FROM TAYYAR

In his post, Şamil Tayyar listed his suggestions regarding the AKP's management structure.

"I recently wrote that there is a 'strange disarray.' Let us add recent developments to this. At this point, some important steps have been taken, but it seems there is a need for a comprehensive refreshment, renewal, and cleansing cure for the government. In the bureaucracy, the party, and the presidential complex. In this context;"

The MKYK and MYK could be reshaped by convening an Extraordinary Grand Congress.

A new spark of excitement could be ignited by revising the Council of Ministers.

A general change could be made in the bureaucracy, starting with those bureaucrats who had negligence or responsibility in the fund crisis.

Reforms could be implemented to increase the performance of the presidential government system.

The inward-looking system could be made outward-looking and accessible.

The society's agenda could be prioritized and the solution calendar accelerated.

Humbly submitted."

CALL AFTER SAYAN KAYA'S RESIGNATION

Tayyar's statement came after AKP Deputy Chair Fatma Betül Sayan Kaya resigned from all her party posts following allegations regarding stock market transactions involving herself and her husband, İlyas Kaya. Kaya announced that she made the decision to resign in order to clarify the allegations and ensure the process is conducted properly.

The allegations were brought to the public's attention by YENİ Party Spokesperson Zeynel Emre. Emre claimed that Kaya purchased 250,000 shares from Özata Denizcilik on April 8 and sold these shares in September at 4,482 liras.

Emre alleged that Kaya invested 63 million 359 thousand liras for the transactions in question and withdrew 1 billion 344 million liras.

A similar allegation was raised regarding İlyas Kaya. Emre stated that İlyas Kaya purchased 155,000 shares at 255 liras each and sold them at 4,482 liras, arguing that 826 million liras were withdrawn in return for an investment of 99 million 687 thousand liras.

According to these calculations, it was claimed that the couple invested a total of 163 million 46 thousand liras, withdrew 2 billion 170 million liras, and made a profit of 2 billion 6 million 954 thousand liras.

Emre also drew attention to the timing of the transactions, claiming that information was leaked in advance and that the investments were liquidated in this way. Emre used the expression, "Someone whispered in their ear, and they withdrew the money one after another."

PROSECUTOR'S OFFICE REQUESTS ASSET FREEZE

Following the allegations, the Istanbul Chief Public Prosecutor's Office requested a freeze on the assets of Fatma Betül Sayan Kaya and her husband, İlyas Kaya.

The request sought to subject sales, transfers, and money transfers to prosecutor approval, freeze securities, and identify land registry, ship, and aircraft records belonging to the Kaya couple.

In her statement announcing her resignation, Sayan Kaya referred to President and AKP Chairman Recep Tayyip Erdoğan, stating that the allegations should be investigated in all their aspects.

Kaya stated the following:

"With this understanding, I have requested my release from all the duties I have been performing from my esteemed Chairman in order to ensure the integrity of the process and to clarify the allegations in all their aspects."

While Kaya did not make a detailed statement regarding the stock market transactions, she stated that she was taking political responsibility.

TAYYAR HAD PREVIOUSLY CALLED FOR RESIGNATION

Şamil Tayyar had also made a statement regarding the allegations that came to light before Sayan Kaya's resignation.

Tayyar had stated that if the allegations were true, Kaya should resign, and if they were not true, she should deny the allegations and take legal action.

"If the allegations are true, it is not an acceptable situation. She must resign immediately. If the allegations are not true, she must immediately deny them and file a lawsuit," said Tayyar, expressing that public offices cannot be used as a tool for personal enrichment.

Tayyar, who also made a statement after Kaya's resignation, criticized the lack of details regarding the allegations in the resignation text.

"AK Party Deputy Chair Fatma Betül Sayan Kaya announced that she has resigned from all her duties. She cited the need to clarify the allegations and conclude the investigation properly as the reason. It would have been better if she had said a sentence or two about the allegations. This ambiguity gives legitimacy to the accusers."

HUNDREDS OF THOUSANDS OF INVESTORS IN THE FUND CRISIS

The allegations regarding Sayan Kaya and her husband's stock transactions came to light during the ongoing fund investigation in the capital markets.

On September 17, the Capital Markets Board (SPK) decided to liquidate 131 investment funds belonging to Tera, Pusula, Hedef, Atlas, A1 Capital, Pardus, and Bulls Portföy. It was stated that there were 455,758 unique investors in the funds under liquidation.

While the liquidation process of the funds is being carried out by Ziraat Bank and İş Bank, the liquidation period, which was initially set for three months, was extended to six months.

Within the scope of the investigations, the SPK filed a criminal complaint against 38 people due to allegations of manipulation in Katılımevim, Gündoğdu Gıda, and Destek Finans Faktoring shares and decided to impose a two-year trading ban.

In the investigation conducted by the Istanbul Chief Public Prosecutor's Office, executives including Tera Yatırım Holding Chairman of the Board Emre Tezmen, Tera Portföy General Manager Alper Öztürk, and Pusula Holding Chairman of the Board Serdar Turhan were arrested. It was reported that as of September 25, the number of detainees in the file reached 45.

THE HISTORY OF THE CRISIS DATES BACK TO 2021

The history of developments in the capital markets dates back to 2021.

In March 2021, the TLY fund was established within Tera Portföy. The fund began trading on TEFAS with SPK permission on August 12, 2025.

On November 4, 2025, Treasury and Finance Minister Mehmet Şimşek and the then-SPK Chairman İbrahim Ömer Gönül issued warnings regarding the risk of manipulation in funds. On December 2, 2025, the Financial Stability Committee met under the chairmanship of Şimşek and recommended regulations to the SPK.

On December 18, 2025, the lower limit for qualified investor assets was increased from 1 million liras to 10 million liras. On January 28, 2026, the SPK submitted the draft guide prepared in partnership with Borsa İstanbul and Takasbank to the Ministry of Treasury and Finance.

Between June 17 and July 20, 2026, the SPK approved the implementation principles and Takasbank put the application into effect. On June 23, the international index provider MSCI warned that some fund values in Turkey were being artificially inflated.

With the new guide coming into effect on August 28, 2026, sales began in the market. While Tera and Pusula Portföy funds defaulted, 131 funds belonging to seven companies were taken into the liquidation process.
