Serious allegations have surfaced regarding the tenure of Turgut Altınok, who served as mayor of Ankara's Keçiören district for years and competed as the AKP's Ankara Metropolitan Municipality mayoral candidate in the 2024 local elections. Altınok's mayoral term, during which he lost both the Ankara Metropolitan Municipality and the Keçiören Municipality to the CHP in the local elections, has been placed under review by the new administration.

Six separate files prepared by inspectors as a result of audits initiated under the instruction of CHP Keçiören Mayor Mesut Özarslan have been sent to the Ankara Chief Public Prosecutor's Office. The files, each containing serious allegations, are currently at the prosecution stage.

FUEL FOR ELECTION VEHICLES FROM THE MUNICIPAL BUDGET

According to inspector reports, one of the most striking findings is the allegation that fuel for election vehicles belonging to the AKP was covered by the municipal budget during Altınok's Ankara Metropolitan Municipality mayoral candidacy. The file, supported by camera footage and documents, is one of the investigation files submitted to the prosecutor's office.

APPOINTMENT TO STAFF FOR THOSE NOT MEETING CIVIL SERVICE REQUIREMENTS

Another file concerns the appointment of an individual named H.Ç. to a staff position despite not meeting civil service requirements. It was stated that this appointment took place with Altınok's approval, and that the former deputy mayor and the human resources manager were also listed as responsible in the file.

ALLEGATION OF LEASING CONTRARY TO TENDER LEGISLATION

The audit determined that some of the municipality's financial leasing transactions were conducted in violation of the Public Procurement Law. In this context, a criminal complaint was filed against Altınok and some municipal administrators of the period.

INDIVIDUAL NOT MEETING REQUIREMENTS APPOINTED TO MUNICIPAL POLICE DIRECTORATE

A separate file was prepared regarding the appointment of an individual who did not possess the necessary qualifications to the position of Municipal Police Director in violation of regulations. This file has also been submitted to the prosecutor's office.

Another inspector report prepared regarding Altınok has been forwarded to the prosecutor's office, covering irregularities detected in practices related to internal budget enterprises. The file includes the results of financial audits.

PUBLIC LOSS IN MUNICIPAL REAL ESTATE

It was determined that the process regarding the leasing of a property belonging to the municipality resulted in a public loss. It was stated that the loss occurred because the municipality did not officially take delivery of the property, even though the tenant had terminated the contract and delivered the keys to a notary.

PARLIAMENTARY INITIATIVE FROM CHP DEPUTY

CHP Ordu Deputy Mustafa Adıgüzel brought the fact that these allegations regarding Keçiören Municipality were being held at the prosecutor's office to the parliamentary agenda. Adıgüzel submitted a parliamentary question to the Grand National Assembly of Turkey (TBMM) for response by both Minister of Justice Yılmaz Tunç and Minister of Interior Ali Yerlikaya.
