New system for fuel begins! It will be mandatory on January 1st

The Ministry of Treasury and Finance's Revenue Administration (GİB) identified 2,464 taxpayers with tax debts and penalties, as well as 36,806 taxpayers who have not paid their tax debts, in a list regarding assessments finalized between June 1, 2023, and May 31, 2024, with total amounts exceeding 5 million TL.

When examining the organizations with the highest debts, TÜRKTAB Tobacco ranked first with 3 billion 23 million TL; International Fuel Distribution ranked second with 2 billion 449.5 million TL; and ENKAD Construction (hardware and hand tools) ranked third with 2 billion 255 million TL. It was observed that in this group, 35 companies and individuals on the list had debts of 1 billion TL or more.

MANDATORY AS OF JANUARY 1ST

According to a report by Dünya Gazetesi, as a result of technical work carried out by the Revenue Administration for 10 years, a mandatory domestic and national system is coming for taxpayers. With the completion of all infrastructure work for the National Vehicle Recognition System (UTTS), this system will be implemented to prevent the use of irregular invoices in the fuel sector and to stop tax losses. The system, which has been assigned to the General Directorate of the Mint and Stamp Printing House, will become mandatory for taxpayers starting January 1, 2025.

As of July 1, 2025, it will also be mandatory to install 'Vehicle Recognition Units' (TTB) for individual vehicles registered for traffic. Furthermore, for taxpayers to be able to record their fuel expenses as 'business expenses' starting from the beginning of 2025, they must have their TTBs installed in their cars within this year.

PRICES WILL BE THE SAME EVERYWHERE

Under the scope of the system, TTBs will be installed at the fuel tank inlets of vehicles subject to the obligation. In this way, the vehicle's ownership and license plate information will be recorded. TTBs will be of the same type for all vehicles and will be readable at all stations. With UTTS, the obligation to use these TTBs begins for all private Fuel Recognition Systems (TTS), and TTS companies must replace these TTBs within 6 months.

According to the prices published on the Mint's website, the price of the TTB to be installed in vehicles will be 1,100 TL + VAT, and prices will be fixed nationwide.

Additionally, the Vehicle Recognition Reader device installed on the pump nozzle at fuel stations will perform decryption operations using the Secure Communication Key in the Vehicle Communication Module (TİM). With this system, for vehicles subject to UTTS, license plate information will be automatically transferred to the New Generation Pump Cash Register Manufacturer during the fuel filling process, and data regarding the invoice and sale will also be processed into the UTTS.

50 BILLION TAX LOSS TO BE PREVENTED!

Every fuel station will be required to have a TTO and TİM at at least one of its pumps, and a fuel station is required to make an investment of 92 thousand liras.

Thanks to UTTS, tax losses exceeding an estimated 50 billion TL annually, caused by the use of irregular invoices in the 40 billion dollar annual fuel sector, will be prevented.
