In the new era that began following the PKK's decision to lay down arms and disband the organization, the National Solidarity, Brotherhood and Democracy Commission established in the Grand National Assembly of Turkey (TBMM) held its first meeting. During the first session, which lasted approximately eight hours, the commission's working procedures and principles were clarified, and the program for the second meeting was shaped.

CONFIDENTIALITY DECISION TAKEN

The commission's second meeting will be held on Friday, August 8, at 14:00. Minister of Interior Ali Yerlikaya, Minister of National Defense Yaşar Güler, and MIT Undersecretary İbrahim Kalın have been invited to the meeting. The three individuals are expected to brief commission members on the work carried out by their respective institutions.

It was decided that the second meeting would be held behind closed doors due to the sensitivity of the areas of duty and responsibility of the invited individuals. In accordance with the procedural principles adopted by the commission, the minutes of closed meetings will also be kept confidential.

FIRST MEETING LASTED EIGHT HOURS

The first meeting, which began with an opening speech by Parliament Speaker Numan Kurtulmuş, was attended by member deputies of the commission. Following the portion of the meeting open to the press, the session continued behind closed doors. During the discussions, the draft text presented by the Speaker of Parliament was addressed. Following objections from members, changes were made to some articles, and the commission's working procedures and principles were accepted by majority vote.

The commission's structure includes 21 deputies from the AKP, 10 from the CHP, 4 from the DEM Party, 4 from the MHP, 3 from the New Path Group, 1 from HÜDA PAR, 1 from the New Welfare Party, and one deputy each from the TİP, EMEP, DSP, and DP. The IYI Party, which had designated three members for the commission, decided not to participate in the proceedings.

LEGAL REGULATIONS ON THE AGENDA

The commission's primary duty will be to manage the social, legal, and political process to be carried out following the PKK's laying down of arms. In this context, identifying necessary legal regulations, preparing drafts to be turned into legislative proposals, and regularly informing the public are among the commission's core tasks.

As a result of consultations to be held throughout August and September, the goal is to turn drafts containing comprehensive changes—particularly to the Anti-Terror Law, the Turkish Penal Code, and the Law on the Execution of Sentences—into legislative proposals when Parliament reconvenes on October 1.
