If the declaration was seen in advance, it means the government did not react to the PKK's references to genocide, the Treaty of Lausanne, and the 1924 constitution.

In fact, it means they approved of it.

If they were unaware of the declaration, then they have fallen for the PKK's game.

Because the PKK is not a state, but a terrorist organization.

If prior negotiations are being held with a terrorist organization and its leader, and they are being asked to dissolve and lay down their arms, this cannot and should not be done through a declaration like this manifesto.

The correct approach would have been to allow the PKK to issue a dissolution statement of just a few sentences.

If the PKK had been content with only announcing its dissolution, subsequent legal arrangements could have been made in a calmer environment. However, since the dissolution decision is now overshadowed by the declaration, difficulties will arise in the next steps.
