A year has passed since the Bashar al-Assad regime was toppled in Syria. With the jihadist HTS taking over the administration in Syria, it had been claimed that Syrians living in Turkey would return to their country.

However, the returns did not occur as expected. According to official figures, the government has prepared a new 3-stage plan to accelerate the return of the 2 million 370 thousand Syrians living in Turkey.

According to a report by the pro-government newspaper Sabah, the practice of providing free healthcare services to Syrians under temporary protection is being abolished.

Starting January 1, 2026, Syrians will be required to pay a contribution fee to the Social Security Institution (SGK) while benefiting from healthcare services, just like other insured individuals. It is stated that healthcare services will not be provided if the contribution fee is not paid. It is assessed that this change could increase the number of returns.

A NEW ERA IN THE RESIDENCE PERMIT PROCESS

Following the change in administration in Syria, some European countries ended the temporary protection status of Syrians. In Turkey, this status remains in effect. However, it is stated that the abolition of the temporary protection practice may come to the agenda in the coming period.

In this case, Syrians will need to apply for a residence permit to remain in Turkey. It is noted that residence permit applications will be subject to stricter criteria than current conditions and that the permit process will not be easy.

SUPPORT TO ENCOURAGE RETURN

Another stage of the plan involves providing financial support to encourage Syrians to return to their country. It is stated that this support will not be covered by the Turkish budget, but rather by funds created by the United Nations.

It is noted that the amount of support to be provided will be determined according to the conditions at the time the practice is implemented.
