The General Directorate of Highways, under the Ministry of Transport and Infrastructure, has once again finalized a tender that is reported to have gone to contractors close to the government.

According to information published in the Public Procurement Bulletin, the General Directorate of Highways held a tender on October 17, 2025, titled "Construction Work for Bursa City Hospital and YHT Station Connection Roads." On November 14, it was announced that the partnership of Söğüt İnşaat and Taşyapı İnşaat had signed a contract worth 990 million 418 thousand TL.

The tender in question was conducted using the negotiated procedure under Article 21/B of the Public Procurement Law, which has been a subject of debate for many years. This method, which is normally intended for "natural disasters, epidemics, sudden and unforeseen situations that pose a risk of loss of life or property, or works requiring special construction techniques," is heavily criticized on the grounds that it allows for the arbitrary distribution of public resources.

HE WAS A COMPLAINANT IN THE IMM INVESTIGATION

Emrullah Turanlı, the owner of Taşyapı İnşaat, one of the companies that won the tender, is a name remembered for the project known in the public eye as "Şişli's Kanal Istanbul." It was revealed that Turanlı was a complainant in the investigation conducted into the IMM, and in recent months, an administrative fine of three percent was imposed on Halk TV due to his company's application.

HE WAS DETAINED DURING THE DECEMBER 17-25 OPERATIONS

Turanlı, who has signed many major tenders, was detained during the December 17-25 operation process. Stating that he was detained after his phone conversations with his employees were intercepted, Turanlı had said, "The crime attributed to me is the monitoring of conversations I had with my employees regarding my two jobs. We were caught in the wiretap regarding the work we were following to obtain permits for my zoned lands."

The other side of the partnership is Söğüt İnşaat. The company's owner, Mustafa Akan, is known for his story of "rising from being a minibus driver to a major contractor." Akan, who increased his capital thanks to the numerous tenders he received from the municipality during the Melih Gökçek era, had his name mentioned in almost every major municipal project during those years.

It was alleged that Söğüt İnşaat's lands were granted unfair floor area ratio increases many times by the Ankara Metropolitan Municipality Council under the AKP's Gökçek administration. The company grew by winning most of the municipal tenders in a very wide range, from multi-million lira land sales to drinking water, sewage, and asphalt works. With these tenders obtained during the Gökçek era, the company's capital increased exponentially.
