564 BILLION LIRA CONSOLIDATED BUDGET

Sharing summary information regarding the budget, İmamoğlu stated the following:

"I remember the 2020 budget we prepared 5 years ago. It is as fresh in my mind as if it were yesterday that we brought a total budget of 36 billion liras for the IMM, IETT, and ISKI to this Assembly. At the end of the 5 years that have passed, we are here again, and today we are presenting you with an IMM budget of 415 billion liras, and a consolidated budget of 564 billion liras in total, including the IETT and ISKI budgets."

Stating that they have allocated the largest portion of the consolidated budget, 280 billion liras, to investments, İmamoğlu noted that they will carry out 649 separate investment and service projects in the 2025 investment and service program.

Discussing his projects for rail system lines, İmamoğlu said, "We will build 77 kilometers of rail system lines by the end of 2029, and as the IMM, we will increase the total length of the constructed lines from 244.3 kilometers to 321.3 kilometers. In 2025, we will have completed some of our projects that are currently underway."

Stating that they want to carry out three major projects to ease the city's transportation, İmamoğlu expressed that these are the Sefaköy-Beylikdüzü TÜYAP metro line, the Üsküdar-Kadıköy-Maltepe tram line, and HIZRAY.

İmamoğlu continued his words as follows:

"Along with these, we are continuing the pre-feasibility and route survey studies for our projects with a total length of 76.4 km, including the Ümraniye-Üsküdar-Beykoz, Hacıosman-Çayırbaşı-Sarıyer, İTÜ-Maslak-Kağıthane, Üsküdar-Kadıköy and Ayvansaray-Fenertepe metro lines, the Emek-Söğütlüçeşme section of the Yenidoğan-Söğütlüçeşme metro line, the Bostancı-Kayışdağı and Laleli-Ayvansaray tram lines, and the Zincirlikuyu-Ortaköy cable car line. We aim to increase the share of rail systems, for which we have allocated a total of 39 billion liras in 2025, in public transportation to 40 percent as of 2029."

Explaining that they have allocated 5.7 billion liras to aid projects in the 2025 budget, İmamoğlu mentioned the 'Yuvamız İstanbul' Child Education Centers and said, "Currently, we are actively preparing our children for life in 105 Yuvamız İstanbul centers. We will continue these investments at full speed to reach 150 centers. In 2025, we have allocated a budget of 2 billion liras for new Yuvamız İstanbul constructions."

Touching upon cultural events such as concerts, theater, and films, İmamoğlu continued his words as follows:

"We have held exactly 2,785 events in areas such as activities, seminars, concerts, workshops, theater, panels, talks, and film screenings. They talk about concerts and this and that... We pledge to our nation here that we will continue to increase our culture and arts events for every segment of our society in the most effective way under these difficult conditions, and the steps we take to bring society together with art, and that we have done and will continue to do this by spending less money than the period before us."

During the meeting, İmamoğlu shared detailed information regarding his work in various fields such as social responsibility projects, City Restaurants (Kent Lokantaları), Regional Employment Offices, Enstitü İstanbul İSMEK, student dormitories, agricultural support policies, environmental investments, solid waste management, ISKI projects, protection of cultural heritage, urban transformation, bringing new green spaces to the city, and Istanbul's journey to the 2036 Olympics.
