Following the Police Department's statement that "it is a crime under the Turkish Penal Code for mayors and municipalities to use signal jammers," it has been alleged that the IMM used 'jammers' during the period under the administration of AKP's Kadir Topbaş.

In a broadcast he attended, IT Expert Ramazan Kılıçlı responded to the question, "Did you provide jammers to the IMM during the Kadir Topbaş era?" by saying, "Yes, we did; it was used in his convoy for security purposes."

The Police Department had stated, regarding the use of a jammer by CHP's presidential candidate and suspended IMM Mayor Ekrem İmamoğlu during a meeting at a hotel, that "it is a crime under the Turkish Penal Code for mayors and municipalities to use signal jammers."
