Indictment prepared in 'Aziz İhsan Aktaş criminal organization' investigation: Here are the requested sentences

Indictment prepared in 'Aziz İhsan Aktaş criminal organization' investigation: Here are the requested sentences

Prosecutors requested up to 704 years in prison for Aziz İhsan Aktaş, up to 415 years for Beşiktaş Mayor Rıza Akpolat, up to 18 years for the Mayor of Avcılar, up to 9 years for the Mayor of Esenyurt, and up to 12 years for the Mayors of Adana, Seyhan, Ceyhan, and Adıyaman.

The statement from the Istanbul Chief Public Prosecutor's Office is as follows:

As a result of the investigation conducted by our Chief Public Prosecutor's Office into the 'Aziz İhsan Aktaş Profit-Oriented Criminal Organization,' an indictment was filed on 20/10/2025 against a total of 200 suspects, 40 of whom are in custody, for charges including Establishing and Managing an Organization for the Purpose of Committing Crimes, Membership in a Criminal Organization, Aiding a Criminal Organization Without Being a Member, Rigging Tenders, Rigging the Performance of Obligations, Forgery of Official Documents, Forgery of Private Documents, Accepting Bribes, Giving Bribes, and Mediating the Procurement of Bribes.

Fraud to the detriment of public institutions and organizations, and laundering of

assets derived from crime, illicit acquisition of property, and issuing false invoices; a public lawsuit has been filed before the Istanbul High Criminal Court.

In the indictment;

It is requested that suspect Aziz İhsan Aktaş be punished for the crimes of Establishing an Organization for the Purpose of Committing Crimes (TCK 220/1), Rigging Tenders in 42 separate acts (TCK 235/1 and 235/3.b), Rigging the Performance of Obligations in 4 separate acts (TCK 236/1), Forgery of Official Documents in 5 separate acts (TCK 204/2), Forgery of Private Documents in 21 separate acts (TCK 207/1), Fraud to the Detriment of Public Institutions and Organizations (TCK 158/1-e), Giving Bribes in 10 separate acts (TCK 252/1), Laundering Assets Derived from Crime (TCK 282), and Issuing False Invoices (Tax Procedure Law 359/b), and that the assets he obtained from the crime be confiscated.

It is requested that suspect Avcılar Mayor Utku Caner Çaykara be punished for the crimes of Rigging Tenders in 2 separate acts (TCK 235/3.b) and Accepting Bribes (TCK 252/6).

The sentencing of suspect Esenyurt Mayor Ahmet ÖZER for two counts of rigging a tender (TCK 235/3.b) and two counts of forgery of private documents (TCK 207/1),

The sentencing of suspect Seyhan Mayor Oya TEKİN for the crime of bribery (TCK 252/2),

The sentencing of suspect Ceyhan Mayor Kadir AYDAR for the crime of bribery (TCK 252/2),

The sentencing of suspect Adana Metropolitan Mayor Zeydan KARALAR for the crime of bribery (TCK 252/2),

The sentencing of Adıyaman Mayor Abdurrahman TUTDERE for the crime of bribery (TCK 252/2),

It has been requested that suspect Beşiktaş Mayor Rıza AKPOLAT be sentenced for the crimes of: Membership in a criminal organization (TCK 220/2), 26 counts of rigging a tender (TCK 235/1 and 235/3.b), 3 counts of forgery of official documents (TCK 204/2), 19 counts of forgery of private documents (TCK 207/1), fraud to the detriment of public institutions and organizations (TCK 158/1-e), 4 counts of bribery (TCK 252/1), laundering assets derived from crime (TCK 282), and illicit acquisition of property (Law No. 3628, Article 13), and that the assets obtained through these crimes be confiscated.
