Kadir Özkaya becomes the new president of the Constitutional Court

Kadir Özkaya has become the new president of the Constitutional Court.   

Kadir Özkaya was elected as the new president in the election held due to the expiration of Zühtü Arslan's term.

WHO IS KADİR ÖZKAYA?

He was born in Tarsus in 1963. After attending Bandırma Secondary School, he graduated from the Land Registry and Cadastre Vocational High School and later from the Department of Public Administration at Gazi University's Faculty of Economics and Administrative Sciences in 1985.

He served as a civil servant at the General Directorate of Land Registry and Cadastre and as a controller at Agricultural Credit Cooperatives. After completing his internship as an administrative judge, which he began on 4/2/1991, he was appointed as a rapporteur judge at the Council of State on 13/5/1993. He held this position until November 2004. On 21/10/2005, he was appointed as a rapporteur at the Constitutional Court, a position he had been temporarily assigned to in November 2004. While serving in this role, he was elected as a member of the Council of State by the Supreme Board of Judges and Prosecutors in 2011, and on 18/12/2014, he was elected as a member of the Constitutional Court by the President, assuming his duties on 22/12/2014.

In 2002, he completed the Public Administration Specialization Program at the Institute of Public Administration for Turkey and the Middle East with his thesis titled "The Loss of Membership Qualifications of Elected Organs of Local Governments." He has co-authored two books titled "Annotated and Precedent-Based Administrative Procedure Law" and "Investigation, Prosecution, and Removal of Mayors, Municipal Council Members, and Mukhtars."

He was elected as the deputy president of the Constitutional Court twice during the General Assembly meetings held on 12/3/2020 and 5/3/2024. He has been serving in the roles of deputy president and president of the Second Section since 4/4/2020.
