Mehmet Uçum: Exceptional candidacy for Erdoğan could come to the agenda in the second half of 2027
Noting that some are linking the İmralı talks to the presidential candidacy and constitutional amendments, Mehmet Uçum stated, "Even without a new constitution, the goal of a Terror-Free Turkey will not be abandoned."
Chief Advisor to the President and Deputy Chairman of the Presidential Legal Policies Board Mehmet Uçum published an article on his X account titled "A Terror-Free Turkey will be achieved under any circumstances!"
Stating that "Those who link the issue to President Erdoğan running for office once again are in a state of complete ignorance," Uçum said, "Although there is a constitutional possibility (Art. 116/3) for President Erdoğan's exceptional candidacy, there are also those who lie and insist on saying 'they want to remove the constitutional obstacle to candidacy with this initiative.' The goal of a Terror-Free Turkey is a matter for today. The possibility of an exceptional candidacy for President Erdoğan, however, could come to the agenda in the second half of 2027. No relationship can be established between these two issues, neither in terms of timing nor in terms of their characteristics."
Uçum's post is as follows:
"TOWARDS A TERROR-FREE TURKEY
IT WILL BE ACHIEVED UNDER ANY CIRCUMSTANCES!
President Erdoğan gave a clear message after the January 6 Cabinet meeting: 'As the government and the alliance, we will achieve our goal of a Terror-Free Turkey, one way or another, but we will definitely achieve it.'
This message also contains a warning not to 'abuse' the State Initiative taken to activate different possibilities alongside the security practice aimed at the goal of a Terror-Free Turkey.
The first thing that draws attention was the effort to portray this new phase as if it were a negotiation, the attempts to engage in political shows over the İmralı meeting, and the attempt to include new actors in the issue. These are attitudes that will destroy a historic opportunity. Here, those who take responsibility with the opportunities opened by the State and those who are politically responsible must show maximum care to prevent possible damaging consequences.
Again, the language of the external Kurdish issue, which is an imperialist project; is being reintroduced to the market, such as independence and autonomy. The legal bond of Turkish citizenship is being reduced to ethnic identity and opened for discussion. The discourse of 'equal citizenship,' which is an entirely ideological distortion and essentially derived from the two-nation thesis of the artificial external Kurdish issue, is being brought to the fore. What is meant by equal citizenship is not explained. All of this is building a path leading to the division of Turkey.
Equal citizenship is for everyone who is legally bound to the state to be a citizen regardless of their ethnic and religious identity. Our legal system regulates citizenship not as an ethnic, religious, or racial bond, but as a legal bond. We have no problem with equal citizenship in legal terms.
On the other hand, insolent people have emerged who threaten the State and the People with chaos, turmoil, and destruction by giving the example of Gaza. There were those who discussed issues such as the right to hope, house arrest, and amnesty unnecessarily or with other intentions. However, Mr. Bahçeli had only mentioned the right to hope on the condition that terrorism ends, terrorists surrender, and the terrorist organization is abolished.

There are also those who link the issue to a new constitution. However, even without a new constitution, the goal of a Terror-Free Turkey will not be abandoned. It has been stated many times that if there is a new constitution, the first four articles will not be touched, and the names of the Turkish Nation and Turkish Citizenship will not be abandoned. Of course, the gains of the Republic and democratic achievements will be protected. No one has the power to harm them. The guarantor of these is the Turkish Nation.
Of course, it is possible to improve democracy, social justice, rights, and freedoms with a new constitution to be made with a broad consensus. This expectation is legitimate. However, a new constitution is not a direct component of the goal of a Terror-Free Turkey.
In summary, the State Initiative for the end of terrorism is very clear: Terrorism will be ended permanently in every sense and in every channel. This has no relation to any other issue. There is no negotiation or bargaining for this. Seeking consensus, establishing a commission, or referring to legislative authority to end terrorism is absurd. These are ways to make things difficult. The State will end the actions, language, tutelage, and organization of terrorism everywhere and under any circumstances.
The State will not give an opportunity to those who resist the goal of a Terror-Free Turkey and those who try to sabotage it.
The terrorism that has been trying to infect the brotherhood and unity of Turks and Kurds for forty years will end completely, and the infection will be eradicated at its root.
While moving towards this goal, the State, despite the opportunities it has opened, 'will bury those who choose terrorism and violence along with their weapons.' In the end; 'brotherhood, unity, and peace will prevail'."
